President greeted by black flags

Kathmandu, 9 Sept; President Dr Ram Baran Yadav was greeted with Maoist black flags as he drove to Kumari ghar in Basantapur to receive tika from the Living Goddess on the last day of Indra jatra.
Maoists have charged him for a presidential coup in retaining sacked Army Chief Gen Rukmangud Katawal who retires Wednesday after completing a three-year tenure.

Lt. Gen Chatraman Singh Gurung being installed Wednesday

Kathmandu, 9 Sept: Lt Chatraman Singh Gurung is being installed Wednesday as Chief of Nepal Army by President Dr Ram Baran Yadav on the recommendation of the cabinet.
This is the first time an army chief is being installed by a president; then Prime Minister Girija Prasad Koirala installed Gen Rukmangud Katawal three years ago when the country had no president after monarchy was toppled.
Orime Minister installed Lt Gen Kul Bahadur Khadka acting army chief after sackinbg Gen Katawal.
Only a notification was sent to the president by ousted Maoist Prime Minister Prachanda although the interim constitution says the president appoints the army lchief on recommendation of the government.
But Khadka couldn’t assume office after Gen Katawal reached army headquarters 15 minutes before Khadka to retain army command and control after presidential intervention.

Constitution drafting schedule being amended


Kathmandu, 9 Sept: A new schedule to prepare a draft of a constitution is being drawn up Wednesday for the seventh time amid fears and concerns a constitution may not be completed within the mid-May 201o deadline with deep differences between political parties on fundamentals.
Five of 10 subject committees haven’t yet submitted proposed drafts
The new schedule will be endorsed by the plenary session of the 601-member constituent assembly meeting later Wednesday.
The assembly secretariat said the deadline to draft a constitution by the deadline won’t be changed.

Policeman murdered in Banke

Kathmandu, 9 Sept: A policeman was apparently murdered by6 unknown persons or group in Banke overnight.
Body of Dal Bahadur Gurung with wounds was found the far-West district, police who suspect murder said.
