Constitution drafting committee begins
Kathmandu, 29 Nov: Main constitution drafting committee began Sunday began discussions which will continue Monday.
The committee is headed by former Law Minister Nilambar Acharya who replaced Madhav Kumar Nepal who was appointed prime minister.
The committee has been entrusted responsibility to propose a draft of a proposed basic law which has to be promulgated by 28 May 2010charged
The committee is discussing articles of a constitution proposed by sub-committees over which there are no differences.
Discussions are targeted to be completed within one week.
Natural resources committee submitted its report to Chairman Subash Nemwang saying janajatis should have first control over them.
There was no unanimity between parties in the 30-point recommendation.
Only seven of 11 subject committees has submitted their recommendations for a proposed constitution.

Petrol pumps closed in the east for second day
Kathmandu, 29 Nov: Maoist petrol pump workers forced the closure of petrol pumps in the eastern region for the second consecutive day Monday.
They are pressing 17 demands, including increased pay and perks.
The closure has affected the movement of vehicles.

Foreigners helped establish republic: Ram Bahadur Thapa Badal

Kathmandu, 29 Nov: Maoist General Secretary Ram Bahadur Thapa Badal Sunday confirmed the charge 238-year-old monarchy was toppled with foreign help.
Without naming India, he also said India helped retain sacked Army Chief Gen Rukmangud Katawal.
“They [foreigners] may helped somewhat against monarchy. They watched for some years. In their perception Maoists didn’t bow down and surrender,” told Kantipur why foreigners intervened when Maoists were in government.
“A conspiracy began after constituent assembly elections to bring Maoists down to size.”
Badal was defense minister in the Maoist-led government of Prachanda.
“They incited the army to fill in vacancies in the arm. They propelled the president against the law and constitution,” he charged.
“We knew everything. The development [our ouster from government] wasn’t sudden,” he said in reply to another question.
‘You’ve seen who is encroaching the border Who is forcing on us unequal treaties directly or indirectly? They’re directly intervening. It’s open, nothing is hidden. We want friendly relations; we can’t tolerate intervention. There was intervention in the Katawal case,” Badal said.
He charged Katawal for disobeying government directives.
“Under no circumstances can it disobey government order,” he said charging army filled in vacancies disobeying government directive.

Big parties spreading uncertainty Gachedhar
Kathmandu, 29 Nov: Deputy Prime Minister Bijaya Kumar Gachedhar charged Sunday in the far-West big parties were spreading uncertainty by claiming there’ll be government change.
The chairman of LMJF said can’t be changed by only Prachanda and Girija Prasad Koirala.
