Presidential concern expressed with PM Nepal

Kathmandu, 2 Dec: President Dr Ram Baran Yadav Tuesday evening expressed concern over Maoist determination of declare 13 autonomous republics at a meeting with Prime Minister Madhav Kumar Nepal.
“He requested search for alternatives, Press advisor Rajendra Dahal said after the president, prime minister consultations.
Dahal said the president expressed similar concern at meetings with Chairman Prachanda and Maoist Vice-chairman Narayan Kazi Shrestha Prakash earlier.
The president Tuesday held separate discussions with CPN-UML, Nepali Congress and LMJF leaders.
Congress Acting President Sushil Koirala, leader of parliamentary party Ram Chandra Paudel, CPN-UML Chairman Jhalanath Khanal and Deputy Prime Minister and LMJF Chairman Bijaya Kumar Gachedhar were present.
Prachanda is scheduled to declare Sherpa autonomous state in Solu 14 December and a Newa autonomous state one day later in the capaital.
Vice-chairman Dr Baburam Bhattarai will declare a Tamsaling state 16 December.
Other Maoist leaders will also declare autonomous states in other regions.
Maoists decided to declare autonomous regions in the third phase of anti-government and anti-protests after putting it on hold during their second phase protests.
Other parties say the declaration is against the spirit of the comprehensive peace agreement and is a usurpation of the power of the constituent assembly which is to determine a future state structure.
There’s no agreement between parties on a structure of a democratic republic even after it was declared by a self-appointed and unelected parliament.
The republic has to institutionalized in a new constitution which has to be sustained and accepted by the majority of people preferably through a referendum.
Maoists are divided on the alignment of the republics.
The standing committee is meeting Wednesday to finalize it.

Details of supposed Singapore agreement between Prachangda, Girija
Kathmandu, 2 Dec: Details of a seven-point supposed seven-point secret agreement between Nepali Congress President Girija Prasad Koirala and Chairman Prachanda published by Dhristi.
The newspaper says there was such an agreement despite denials by Maoists and Congress.
1. Force the resignation of the president concluding the 3 May presidential action was outside the periphery of the constitution.
2. Following the president’s resignation, Congress and CPN-UML leaders to propose Koirala president.
3. After installing Koirala president, force the resignation of the Madhav Kumar Nepal on one pretext and in the name of national unity appoint Prachanda prime minister.
4. Sujata Koirala to continue as deputy prime minister in the Prachanda government.
5. Through SD Muni and KV Rajan, Koirala to help improve strained relations with India.
6. Invalidate the 12-point New Delhi agreement between seven parties and Maoists and forge a new agreement to draft a constitution.
7. Maoists to stop parliament for obstruction for some days to approve budget.
