Discharge of Maoist child soldiers could be delayed by one day

By Bhola B Rana

Kathmandu, 6 Jan.: The discharge of 4,000 plus Maoist child soldiers from camps under UN observation could be delayed by one more day, a journalist from Sindhuli camp reported Wednesday morning.
The release will begin only Thursday.
Prime Minister Madhav Kumar Nepal was scheduled to witness the release Wednesday.
Meanwhile, the government chief Tuesday proposed the integration and rehabilitation of 19,000 Maoist combatants in cantonments and camps by 30 April before the deadline to promulgate a constitution by 28 May.
The government chief proposed the date at a meeting of a special committee on supervision, integration and rehabilitation of Maoist fighters Tuesday.
Maoists didn’t give their consent demanding time for study.
Major ruling parties are demanding rehabilitation and integration before the deadline to promulgate the constitution.
The parties say the constitution can’t be promulgated without integration and rehabilitation.
Government wants to send the UNMIN home by May extending its mandate only by four months; the mandate ends 23 January.
But Maoists say UNMIN should be extended for six months beyond the 28 May deadline.
Maoists are probably acting on the perception the constitution won’t be promulgated in May.

Selective demands of NGOs , INGOs

Kathmandu, 6 Jan.: Government and Nepal Army are being pressurized by national and INGOs to present Maj. Niranjan Basnet at a district court in Kavre, Dhristi reports.
That is the same court which is hearing a case against Maoist politburo member Agni Kharel.
The court has issued an arrest order but he hasn’t been presented there even though is moving around freely under police escort.
But US senate and others are demanding Basnet be presented at the court.
A serious question has arisen whether action should be taken only against the major or even Maoists.
Cases against 21 Maoist leaders, including Prachanda, Baburam Bhattarai and Suryaman Dangol have been registered at Kavre district court.
Human rights organizations are involved in dollar trade by only raising the army issue.
