Shyam Sharan holds discussions with ceremonial president before returning home; other details (DEVELPOING STORY)

Kathmandu, 6 Aug.; Shyam Sharan, special envoy of Indian Prime Minister Manmohan Singh, flew back home Friday after discussions with President Dr Ram Baran Yadav, who is just a ceremonial head of state.
Details of the discussion weren’t revealed.
Sharan arrived in the capital Wednesday and held discussions with leaders of political parties as an election ongoing was ongoing process to elect a prime minister to succeed Prime Minister Madhav Kumar Nepal was inconclusive for the fourth time Friday.
Another runoff election is being held 18 August.
Sharan started discussions after holding talks with a ceremonial president immediately after arriving Wednesday.
‘”This is strange and is an attempt to drag the president into controversy, This is probably an indication of India’s priorities for presidential rule after a failed attempt to institutionalize a republic in nearly four years,” said a political analyst who preferred anonymity.
Sharan’s visit has been shrouded in mystery.
Published reports said Friday Sharan announced he came to Nepal as a special emissary of his prime minister even without the knowledge of the host government.
The envoy avoided the media during his sensitive Nepal visit throughout his stay.
Premier Singh requisitioned the efforts of Sharan to push a stalled peace process and drafting a constitution after a four-year of failure.
The Indian government chief sought the services of a point-man whose four-year attempt dismally failed to deliver results.
After brokering a 12-point peace agreement between seven parliamentary parties and Maoists, an Indian attempt to institutionalize a declared republic has failed in four years—hence New Delhi’s concerns over Nepal developments.
