DISCUSIONS CONTINUE ON NC POLITICAL REPORT

Kathmandu, 19 Sept. Discussions continued Sunday in the NC closed session for the second consecutive day at Bhrikutimandap on the party’s plans and policies presented Saturday by Sher Bahadur Deuba, one of three contenders for the president of the party.
The 58-page document prepared by a 21-memner panel reviews the current political situation., the party’s future plans economic and social plans, foreign policy and party organization.

Congress endorses political dossiers


Kathmandu, 19 Sept.: The 12th General Convention of the Nepali Congress endorsed the political document of the party presented by two General Secretaries—Kul Bahadur Gurung and Bimalendra Nidhi—on Saturday and began discussions on the policy and programmes of the party tabled by senior party leader Sher Bahadur Deuba, The Kaathmandu Post reports..

In the closed door session, Deuba presented four documents on the NC’s view on the current political situation, economic and social policy, programme of the party, its policy on foreign and international relations and action plan for strengthening the organisational structure.

On behalf of Deuba, senior party leaders Mahesh Acharya, Dr. Ram Saran Mahat, Chakra Bastola and Chiranjeevi Wagle presented the respective dossiers for discussion.

“The Maoist party lacks sincere responsibility and credibility on the completion of peace process and statue drafting within the revised deadline. Moreover, it has been misinterpreting past accords related with the peace accord and agreement on management of its army and its weapons,” the document, endorsed on Saturday reads.

It also decided to come forward within three weeks about the major differences on fundamental issues of a new constitution and try to narrow down differences after having discussions with other parties. “We will not compromise on the fundamental principle of democracy, committing towards the sovereignty, integrity and the independent nature of the country,” the paper reads. The party also forwarded a tentative model of integration and rehabilitation of Maoist combatants where it urged for adopting an operational manual and code of conduct to supervise them under the Special Committee on Army Integration and Rehabilitation.

“We urged setting up a secretariat and that the exact details of the combatants should be publicised. It should be decided within a week that the number of combatants who want to join the security agencies should be outlined and work should start on three options for voluntary retirement, rehabilitation and possible integration of the combatants,” it said. “After identifying the category of retirement, possible integration and rehabilitation, they should be put into separate cantonments under the government. The government should provide security to the Maoist leaders and all weapons should be seized,” the dossier reads.

The Maoists should return seized property and should not prevent people from

buying or keeping property. “In line with past agreements, four commissions—high level state restructuring commission, commission on disappearance, truth and reconciliation commission and high level land reform commission should be set up immediately,” it said.
