Two-time prime minister Bhattarai first was appointed prime minister in 1990 after panchayat was toppled in a popular uprising in 1990.
He steered the changeover from partyless panchayat rule when political parties were banned to multi-party democracy in one year drafting a constitution, holding and holding parliamentary elections in which he was defeated by UML General Secretary Madan Bhandari from Baneshower constitution in the capital.
