Kathmandu, 1 June: Main constitution drafting committee headed by Nilambar Acharya Wednesday extended a tenure of the Prachanda-led sub-committee without fixing its tenure.
But it made it mandatory for the Prachanda-led body to submit a progress report every 10 days.
The sub-committee was is attempting to resolve differences on articles to be incorporated in a proposed constitution.

ONE PERSON ARRESTED FOR ALLEGED ABDUCTION FROM

Kathmandu, 1June;Police has arrested Mahesh Karki for alleged abduction of an American national from a Thamel hotel last week.
The visitor’s personal belongings were recovered from Karki.
Police have also informed Nepal Army of possible involvement of a army man in the abduction.

FRENCH SERIAL KILLER CHARLES SHOBRAJ TO BE PRESENTED IN COURT AGAIN WEDNESDAY

Kathmandu, 1 June: French serial killer Charles Shobraj serving prison sentence for murdering a Canadian and American backpacker is being presented at a court again Wednesday by police to record a statement in a shooting incident at high security central jail 10 March.
Nepali Muslim media tycoon Yunus Ansari survived a daring assassination attempt by hired Indian killer Jasjeet Singh
Ansari is serving a jail sentence for drug trafficking and dealing in fake Indian currency notes.
Singh entered the high security prison and made an abortive attempt to shoot dead Ansari.
Shobraj, who is also lodged at the central jail, is suspected for plotting the shooting incident with Singh.
The Frenchman’s statement couldn’t be fully recorded Tuesday.

MAOIST LEADER DOUBTS FIVE-POINT DEAL WILL BE IMPLEMENTED





Kathmandu, 1 June: UCPN-Maoist secretary C. P. Gajurel Tuesday said that the five-point agreement reached between the parties before extending the term of the Constituent Assembly could not be implemented easily, The Rising Nepal reports.
Speaking at a face to face in the capital, Gajurel said that his party was trapped during the extension of the CA compelling it to agree on the resignation of the Prime Minister, which, he said was against the party decision.
He said that the Prime Minister would not resign until the political parties forged consensus.
"We should not make the situation more complicated by making the Prime Minister step down," he said.
He also clarified that his party would not submit the weapons to the government immediately and added that the integration of the combatants and submission of the weapons should go hand in hand.
"Can anyone without arms be in the army?" he asked and added that no civilian could be integrated in any force.
In another context, Gajurel said that the party would discuss about the agreement signed by party chairman Pushpa Kamal Dahal Prachanda to make the Prime Minister resign from his post going against the party’s institutional decision to give a national unity form to the present government.
"The party has not given any mandate (to the chairman) to make the premier resign and the agreement could not be implemented," he said. "We will seriously discuss the issue in the party."
He said, "We will not ask Prime Minister who was elected by the party to step down. But violating the party decision, signature has been put on the agreement paper demanding the Prime Minister’s resignation."
He said that his party committed a mistake by reaching an agreement to integrate the combatants within six months and added that his party was not ready to conclude the peace process before drafting the constitution.
Nepali Congress leader Gopal Man Shrestha said that his party had not given much importance to the resignation of the Prime Minister and added that the Prime Minister should not tender his resignation before the parties reached an agreement on the new name to the post.
He clarified that peace process was more important than the resignation and hinted that Prime Minister Jhala Nath Khanal would continue in his office for two more months.
He, however, said that with the endorsement of the five-point agreement by the parliament, the resignation of the Prime Minister was confirmed and the present government was transformed into a caretaker government.
"It is not the government of pre-May 28, it is now a caretaker government," he said.
He said that the five-point agreement scrapped the seven-point agreement and the relevance of the government formed on the basis of the seven-point agreement ended.
He further said that if the peace process moved ahead smoothly, the UCPN-Maoist would lead the government and promulgate the new constitution and NC-led government would hold the general elections.
"If the peace process does not move ahead, NC will lead the government, the UML’s turn to lead the government is over," he said.
He said that the term of the CA would not be extended if the peace process did not conclude in three months.
Irrigation Minister Raghubir Mahaseth said that the Prime Minister would not tender his resignation in the absence of alternative consensus candidate to the post.
"The Prime Minister will resign within an hour if the parties reach an agreement on an alternative candidate," he said.
Chairman of Terai Madhes Loktantrik Party Nepal Mahendra Yadav said that a consensus government would be possible within a week if the Prime Minister stepped down.
He further said that the five-point agreement could not be implemented without scrapping the seven-point agreement.

KMC BID TO KEEP CAPITAL CLEAN
Kathmandu, 1 June: In its bid to keep the Capital city clean, the Kathmandu Metropolitan City is carrying out a campaign this week, The Himalayan Times reports.

“The campaign will be carried out in Pashupati, Bouddhanath, Teku-Kalmochan and the places from Jamal to Basantapur on June 4, 5 and 6,” informed Rabin Man Shrestha, deputy chief at the KMC Environment Management Department today.

“The drive aims to raise awareness among the people that they should not throw waste recklessly.”

According to the KMC, it has allocated Rs 150,000 for the campaign.

Shrestha said schools, colleges, clubs and the locals would be involved in the campaign. “The metropolis’ effort alone is not enough to keep the city clean,” said Shrestha.

The newly approved Solid Waste Management Act has restricted throwing waste on the street. However, KMC is yet to implement the rule effectively. “The law alone is not enough,” said Shrestha adding, “All should join hands and help us implement the law effectively.”

The city is famous for Newar culture, art and heritage sites. “However, we have failed to keep the city clean,” said Shrestha. “If we abide by the Act, the garbage problem will be easily settled.”

The Act has it that those who obstruct government-initiated waste disposal in landfill sites or throw waste carelessly on the street shall be jailed up to three months and fined from Rs 500 to Rs 100,000.

The Act has also provisioned waste segregation system at homes, public-private partnership, treatment of hazardous waste by producers themselves and environment protection among others, according to the Solid Waste Management and Resource Mobilisation Centre.

Every household should separate disposable and non-disposable waste; otherwise, they shall be deprived of state services, according to the Act.

There are about two million people, including temporary dwellers, in Kathmandu.

About 3.5 metric tonnes of waste is daily produced in the metropolis, according to the KMC.

FORMER CROWN PRINCESS RULES OUT JOINING POLITICS

Kathmandu, 1 June: Former Crown Princess Himani said Wednesday she won’t join politics
“No that’s not it. I would have opened a party had I wanted to get involved in politics. I opened a trust for the service of the people.
“I have interest in politics as have the general Nepalis. I don’t have any interest in joining politics,” she said dismissing any suggestion she’ll join politics in an interview with Naya Patrika .
She is the chief of Himani Trust, a NGO registered with government.
The trust is concentrating its work in Dolakha.
Himani said Nepalis are saddened with the current political situation.
“Politics isn’t moving ahead as per the desire of Nepali people
Most Nepalis are saddened. I am similarly saddened.”
The former crown princess said Nepalis should be given an opportunity to decide the future of monarchy.
“That is the wish of the Nepali people Whatever the Nepali people desire will happen. Nepali people should be allowed to decide this,” she said in reply to a question whether she’ll regain the title of crown princess.
“I am getting help from them. Yes this is their desire as well,” the wife of former Crown Prince Paras Shah said in reply to a question whether her father-in-law and former King Gyanendra and her husband were supporting her in her work.
‘I have made no plans to stay abroad,” she added.
