UML IN FINANCIAL CRISIS

Kathmandu, 19 Sept.: CPN-UML, the third largest party in the Constituent Assembly (CA), which has got chances to lead the government twice after the CA election in 2008, is facing acute financial crisis, in recent years senior party leaders revealed, Bhadra Sharma writes in The Kathmandu Post.
In a recently concluded central committee meeting
of the party, Yuba Raj Gyawali, chief of the party’s Financial Department reported that it is incurring a loss of Rs. 700,000 monthly. The report states that the party’s expenditure exceeds its income.
In the report, Gyawali has mentioned that the flow of levy and sources of regular income are decreasing gradually. Despite supposed decreasing income, reports say that leaders mainly at central levels have been increasing the scale of their expenditure.
Sources close to the party said its negligence to collect levy on a regular basis and failure to renew party membership was the major cause of the decline of income. The reports also mentioned that the party was losing support of donors.
The party provides Rs 7,000 each to a central committee member of the party and minor incentives to chiefs of the party’s sister organizations.
Besides, the party also bears a one-way travel expenditure of central committee leaders when they go to districts to attend party functions.
Party Chairman Jhala Nath Khanal said acute financial crisis emerged in the party as it prioritized for the the completion of peace and constitution writing and run government.
“The financial crisis within our party also shows we did not misappropriate money in operating government,” said Khanal. He said the party will now engage in strengthening party organizations and regular collection of levy from party cadres.
Levy donated by CA members is the major source of income for the party. All CA members elected from the party should submit ten percent of their total income to the party. The party also collects Rs 100 from organised party members. A total of 136,000 organised party members were registered during the Butwal General Convention in 2008. Party leaders claim over 30,000 new members joined after the Convention.
“It will be difficult to run the party if the situation does not improve and the CA is dissolved,” a CC member said seeking anonymity.
