NAYAN RAJ PANDEY BREAKS FAST

Kathmandu, 14 Sept.: Shajha Prakashan board member Naryan Raj Pandey Wednesday broke an indefinite fast.
Prime Minister Baburam Bhattarai offered him juice at Ratna Park to break the fast.
Pandey pressed several demands including putting the Prakashan under the education ministry.

TWO UN OFFICIALS URGE CAUTION IN ANNOUNCING AMNESTIES
Kathmandu, 14 Sept.: In a joint statement Tuesday, UN Resident and Humanitarian Coordinator Robert Piper and Chief of UN Human Rights Office in Nepal Jyoti Sanghera said government should ensure transitional mechanisms must meet international standards.
The call comes amid amnesty plans for persons involved in crimes during a Maoist insurgency following the installation of the Baburam Bhattarai government following a 4-point agreement between Maoists ad Madshbadi parties.
European ambassadors protested amnesty plans with PM Bhattarai during a collective meeting last week.
The two senior officials welcomed government’s commitment to establish Truth and Reconciliation Commission and the Commission of Inquiry on Disappearances.
These mechanisms should be established in accordance with the international standards and best practices as reiterated by the National Human Rights Commission (NHRC) and others, they urged.

“As Nepal moves forward in its peace process and strengthens its democratic institutions to build a strong and stable future, calls for amnesties or for case withdrawals involving serious crimes would be steps in the wrong direction.
“These would deny victims justice at a time when the rule of law should be the foundation of the transitional justice process and of the new constitutional order that is being built,” Piper said.”
“It is vital that the laws establishing the transitional justice mechanisms are drafted to allow the commissions to effectively respond to the rights of the victims to truth, justice and reparations.
“Furthermore, the laws must emphasise the impermissibility of any measures that could provide amnesty for the perpetrators of serious human rights violations and war crimes, including rape, enforced disappearances, torture and summary executions,: Sanghera said.”

FINAL HEARING ON SUDAN SCAM WEDNESDAY
Kathmandu, 14 Sept. A final hearing on the Sudan scam has been scheduled at the special court where CIAA has filed misappropriation charges against 36 persons, including 34 senior police officers
Three former IGPs have been charged along with two contractors, one foreigner, in the Rs.280 million deal to supply armed personnel carriers to Nepal Police peacekeepers with UN in Sudan.
Some policemen have been cleared of charges.

id Before issuing its verdict over the Sudan scam, the Special Court is conducing final hearings from Wednesday on the involvement of the accused officials in the multi-million rupees scam.
