SENIOR LEADERS COMPLACENT AS PEACE PROCESS, CONSTITUTION DRAFTING NEEDS COMPLETION BY 30 NOV.
Kathmandu, 27 Oct.: With just three weeks left for the expiry of November 30 deadline of the Constituent Assembly (CA), senior leaders of the political parties seem complacent about the long-drawn-out peace and constitution drafting processes, The Kathmandu Post reports.
However, the leaders claimed that the key to conclude the peace and constitution lies in the hand of UCPN (Maoist).
"There is no uniformity in the action and words of the Maoists," said NC President Sushil Koirala, talking to a Deusi team of journalists at his residence in Maharajgunj, Kathmandu. "The peace process will conclude in two days if the Maoists showed willingness and became responsible."
He claimed that the path to peace and constitution is blocked by the internal rift of the Maoists. "We had almost reached consensus on the peace process before the prime minister embarked on his visit to India," said Koirala, hinting at the understanding between the Nepali Congress, CPN-UML and the establishment faction of the UCPN (Maoist). "However, an agreement could not be signed after Maoist Vice-chairman Mohan Baidya pushed for signing the deal after the PM returned from New Delhi."
Likewise, UML Chairman Jhala Nath Khanal claimed the peace and constitution drafting would not be completed unless the Maoists, the biggest party in the CA, showed determination towards that end.
Stating that the peace and constitution is the dream of all the Nepali people, Khanal said, "It's not only Jhala Nath Khanal, 300 million Nepali people and all the political parties need to make it [peace and constitution] their sole aim."
"May the festival of Tihar give inspiration to the Maoists to be committed to peace and constitution," he said, lightheartedly.
Rastriya Prajatantra Party Chairman Pashupati Shumsher Rana, however, said that since the political parties have focused only on the integration and rehabilitation of the Maoist combatants, this has taken a toll on the entire peace process. "Baidyaji [Maoist Vice-chairman Mohan Baidya] is creating problem in it," said Rana, "And this has stalled the entire process."
Rastriya Janashakti Party Chairman Surya Bahadur Thapa said attributed stagnation in the peace and constitution drafting processes to the wrangling among the political parties.
When asked if the new constitution would be ready by the November 30 deadline, he said sarcastically, "you mean this November or next year?"
