RULING PARTIES REVIEW GOVT. FUNCTIONING

Kathmandu, 3 Oct.: UCPN (Maoist) and five Madesbadi ruling parties Monday reviewed government work after completing one month in office.
The review comes ahead of Monday’s meeting with all parties represented din the constituent assembly (CA).
Prime Minister Baburam Bhattarai has retracted his pledge to resign should he fail to deliver peace and a constitution 45 days after assuming office.
Bhattarai sensed the deadline would be missed.
Upon returning from New York where he addressed the UN annual general session last month, Bhattarai put a qualifier to his unqualified statement.
The premier told reporters he had said the deadline to conclude peace and promulgate a constitution would be met only after a consensus was reached first between parties.
The consensus is elusive.
But Bhattarai was clear even before assuming office the 45-day wouldn’t be met.
He advocated a six-moth extension of the CA to complete a constitution as early as May 2011.
The ruling parties reviewed government which is under heavy fire from the opposition and even a section of the UCP (Maoist) for signing a four-point agreement to forge the coalition.
The party heading the government conceded regional demands of the terai to security a majority in parliament.
The Monday meeting discussed cessation threats of Pahadi Defence Minister Sharat Singh Bhandari.
Bhandari threatened 22 of 23 terai districts would breakaway from a unified Nepal if criticism of a 4-point agreement continued.

NEPAL’S BOXING HOPES IN 2012 LONDON OLYMPICS DASHED

Kathmandu, 3 Oct.: Sudesh Manandhar lost to Cuba’s R Ramriz in the boxing 52 kg weight category in a Olympic Qualifier at Baku, Ajarbaijan, Sunday.
Dipak Manandhar also crashed out of the qualifier.
Nepal’s hopes in boxing in the 2012 London Olympics have crashed.

PACHANDA ASSURES A BREAKTHROUGH





Kathmandu, 3 Oct.: UCPN (Maoist) Chairman Pushpa Kamal Dahal "Prachanda" has said that peace process and constitution drafting will make headway very soon, The Rising Nepal reports.
Speaking at interaction on non-violence and politic organised by Mahendra Narayan Nidhi Memorial Foundation to mark the 142nd international non-violence day, he said that political unity is essential for peace and constitution.
"The peace process will conclude soon by implementing the previous agreements, but it is possible only if all parties are united for it" he said.
Nepali Congress leader Sher Bahadur Deuba said his party would extend support if the Maoists come up with sincerity to conclude the peace process and write the constitution.
CPN-UML president Jhala Nath Khanal demanded the scrapping of the four-point agreement and forge the national consensus among all the political parties.
Khanal said that present government would not succeed to conclude peace and write constitution because there is no possibility of consensus in the present environment where leaders are focused to fulfill personal interests.
Deputy Prime Minister and Home Minister Bijaya Kumar Gachchhadhar challenged to prove how the four-point deal wad against nationalism.
Gachchhadhar urged all the political parties to stop the blame game and look into the fact that it is big parties that had failed to meet expectations of the people.
Minister for Information and Communications Jaya Prakash Prasad Gupta said the interim constitution had mentioned the group entry of the Madheshi people in the army.
He accused NC and UML of promoting politics of violence. He blamed that they were making unnecessary hue and cry over the issue of nationalism.
NC central member Pradeep Giri defended four-point agreement stating it was right.
NC central member Bimalendra Nidhi said the national politics was moving towards the culture of violence which is a matter of worry.
Political Analyst Dr. Lok Raj Baral stressed the need to conclude peace and write the new constitution.

MAOIST COMMITMENT TO IMPLEMENT PAST AGREEMENTS





Kathmandu, 3 Oct.: An informal meeting of the Standing Committee (SC) of the ruling UCPN-Maoist on Sunday reaffirmed its commitment to implement all the agreements the party had signed with the other parties, The Rising Nepal reports.
"The informal meeting agreed to move ahead by implementing the pacts related to the peace and constitution," Maoist spokesperson Dina Nath Sharma told the journalists after the meeting held at the party’s head office at Paris Danda, Koteshwor.
The SC meeting was, however, was boycotted by SC members loyal to senior vice-chairman Mohan Baidhya ‘Kiran’.
According to Sharma, the meeting stressed the need to implement all the pacts signed since the historic 12-point agreement up to the four-point deal signed with United Democratic Madheshi Front as they all are related to the peace and constitution.
The meeting was convened to iron out the mounting internal tussle within the Maoist party due to the differences over issues related to peace process between party chairman Pushpa Kamal Dahal ‘Prachanda’ and vice-chairman Kiran.
Maoist SC members loyal to Kiran including General Secretary Ram Bahadur Thapa, Secretary CP Gajurel and Standing Committee members Netra Bikram Chand and Dev Prasad Gurung did not attend the meeting.
The Standing Committee met after the Central Committee meet was postponed twice due to the deepening internal differences specially over the party establishment’s decision to hand over the keys of the arms containers of the Maoist army to the Special Committee.
Maoist leaders and cadres in the Kiran camp have been protesting against the key hand over.
The move to hand over the keys was a sign
of flexibility of the Maoist party after it headed the government.
The meeting was expected to dwell on contentious issues including the key handover row, four-point agreement signed between the Maoists and the UDMF and the controversial statement of Defence Minister Sarat Singh Bhandari.
