11TH AMENDMENT OF INTERIM CONSTITUTION
Kathmandu, 11 Nov.: Discussions started Friday to amend the 11th amendment to the constitution.
The proposal couldn’t be approved by parliament Friday amid
Maoist objection; the government amendment proposal was expected to be approved by parliament where UCPN (Maoist) has majority with support of six Madeshbadi parties.
Prime Minster Baburam Bhattarai expanded cabinet to a jumbo sixe 46 members Tuesday by including Maoists in the expanded government to buy their support before emplaning for Maldives Tuesday.
But Maoist Chief Whip of Maoist Dev Prasad Gurung didn’t cooperate
to suspend a clause in parliament rules of the business advisory committee
without the presence of Maoist Chairman and Prime Minister. Baburam
Bhattarai who are abroad.
Gurung is in the Mohan Baidya camp that is opposed to the party
establishment of the party chief and the premier.
Lawmakers habe to be informed of the amendment proposal 72 hours
before the scheduled debate..
Government came under heavy criticism for a government decision to ask President Dr. Ram Baran Yadav to amnesty Maoist lawmaker convicted by the supreme court for murder along with confiscation of property.
The 11th Amendment Bill of the Interim Constitution 2007
was tabled at the legislature by House seeking the amendment of the Article 138 (2) by Law Minister Brijesh Kumar Gupta to form an
experts’ committee within constituent assembly (CA) to suggest a federal state structure.

RSS adds: Speaker Subas Chandra Nembang drew serious attention of the government in Friday's meeting of the Legislature-Parliament
after the opposition lawmakers protested the government decision of forwarding a letter to the Office of the President, seeking to pardon lawmaker Bal Krishna Dhungel.
On the occasion, Nembang made a ruling, saying the government should pay attention to maintain rule of law in response to the issue raised by the lawmakers.

In the meeting, Nembang read out a letter received from the Office of the Prime Minister and Council of Ministers regarding the expansion of the Cabinet.

Similarly, Nembang informed the lawmakers about the reshuffle in different parliamentary committees.
