MEAT SHOPS ASKED TO REGISTER WITH KMC

Kathmandu, 6 Nov.: Kathmandu Municipal Corporation (KMC)
has asked meat shops to register to renew permits from Sunday 6 November until 14 November.
The shops can be registered at its unit which will be located at Rshtriya Sabha Griha.
The shops have been asked to register to oversee the quality of meat being marketed.
An estimated 2,000 meat shops operate in the capital.

BRITISH CLIMBER OF EVEREST FAME SIR CHRIS BONINGTON HAILS ROLE OF SHERPAS IN CLIMBING
Kathmandu, 6 Nov.: Nepal’s mountainous landscape is quite unique, alluring and gorgeous, said a celebrated mountaineer Chris Bonington, who started climbing at the age of 16 in 1951, RSS reports.

The future of mountain-climbing and adventurous tourism inside Nepal is bright, stated the UK national Boningtan, 74, at an interaction organized in the capital on Saturday.

Chris has already scaled various mountainous and enjoyed adventurous trekking in different parts of the country since his arrival in Nepal in the decade of 1960.

Chris had authored five books on the mountains of Nepal by successfully conquering the world’s highest peak, Mount Everest, in 1985 AD.

Mountaineering and trekking was very much challenging in the past, Sir Kish recounted his experience, while asserting that the availability of trained and competent guide along with technological advancement has made it pleasant and successful in recent times.

He also highlighted the significant role of Sherpa ethnic community in the promotion of mountain tourism.

The international mountain symposium, recently held in Nepal, could substantially contribute to the promotion of mountain tourism here, he added.

On the occasion, former chief of Nepal Tourism Board (NTB) Prachandaman Shrestha said Nepal’s economic development could be accelerated through tourism, trekking and mountain climbing.

TWO HEALTH POSTS WITHOUT DCTORS IN ACCHAM.
Kathmandu, 6 Nov.: Two primary health posts in remote area of Achham district have been without doctors for a long time, RSS reports from Achham. .

There is vacant post of health worker each in Siudi primary health post, established in the southern belt of Achham a year back, and another health post, set up in district northern belt in Kamalbazaar a decade ago. However, both the health posts have been running, merely relying on health assistants to this date.

Rural people have been deprived of getting health services in the absence of health workers despite the establishment of health posts while serious patients are to be taken outside the districts.

It is sheer negligence on the part of the government towards remote area people by not deploying doctors in health centers, complained Bhim Khatiwada, a local.

The feeble political leadership and lack of people’s representatives are reasons behind the miserable condition of primary health posts, said Ram Bahadur Thapa, a local of Siudi.

BAD GOVERNANCE CONTINUES UNABATED IN LOCAL BODIES

Kathmandu, 6 Nov.: Although local bodies are allocated around Rs 45 billion every year, the budget is widely misused, thanks to the meddling of political parties, The Himalayan Times reports from Lalitpur..

A government official said only 30 per cent development budget is utilised in local bodies, while 70 per cent is misused with political parties faking development activities.

Jagadish Chandra Pokhrel, former Vice-chairman of National Planning Commission, charged that political parties were involved in appropriating their share of the development budget pie in almost all the districts across the country.

“Political parties have captured the tenders in local bodies. This is a very serious problem that must be addressed immediately at the national level,” Pokhrel said, adding that the quality of local governance was deteriorating by the day.

Rules and regulations are being violated and bad governance is rampant in most districts, said members of teams that monitored 20 districts. “Only some districts such as Makwanpur have improved performance,” said Rishi Raj Acharya, chief at the Monitoring and Evaluation Section, Ministry of Local Development.

The reports revealed that the various ills affecting local bodies include: misuse of development funds, distribution of budget under political pressure, violation of Local Self-Governance Act-2055 BS, unethical selection of plans and implementation, poor auditing system, intervention of CA members in plans leading to misuse of funds, absence of auditing system in VDCs and poor records of plans, non-existent records of internal income and sources, tendency among secretaries to take 35 to 60 per cent extra allowance from allocated budget, non-enforcement of manuals, rules and regulations and government directions, the vice-like grip of political parties on plans and user committees, lack of people’s participation in planning, involvement of political parties in tender bidding processes, lack of reporting from local bodies to the centre, disputes among political parties, lump-sum allocation of budget without specific plans and duplication of development programmes.

Examples of fund misuse abound. Rautahat DDC allocated Rs 100,000 for Nepali Congress convention, Rs 10,000 for UML student union — ANNFSU convention, Rs 3,000 for Madhesi Youth Forum and Rs 478,020 for different organisations and Rs 886,494 under miscellaneous heads; while Rupandehi DDC distributed Rs 50,000 to a political party and Rs 41,000 to the Federation of Nepali Journalists against rules, the reports revealed. Likewise the reports also mentioned tenders captured in Gorkha by Maoists and in Morang by CPN-UML.

Bad governance and violation of rules and regulations in local bodies continue unabated encouraging irregularities. However, the government has failed to take any significant action. All it has done is issue warning letters.
