PARLIAMENT MEETS AGAIN SATURDAY TO DISSCUSS 11TH AMENDMENT TO INTERIM CONSTITUTION

Kathmandu, 12 Nov. Parliament meets Saturday to discuss aa 11th amendment to the interim constitution to form an experts’ team to propose a new federal system to replace a unitary state.
The amendment couldn’t be passed Friday on technicality after Maoist CHif Whip Dev Gurung, who has joined the First Vic-chairman Mohan Baidya faction of UCPN (Maoist), against the party establishment of Chairman Prachanda and Prime Minister Baburam Bhattarai.
Differences first broke out after the establishment handed over keys of containers with Maoist-era weapons of the people’s war to a government special committee.
Baidya called the handover a surrender to disband the PLA without concluding the peace process.
Differences have snowballed throwing the largest party leading
the government into disarray and even a possible split.
Gurung objected and said 72 hours is needed as per parliament’s business rules before discussions on an amendment proposal of the government registered in parliament.
Parliament was adjourned until Saturday following objections and laskof a quorum.
The anti-party faction in UCPN (Maoist)has come out opened against the establishment to obstruct parliament session.
Gurung also said Party Chairman Prachanda and PM Bhattarai, who is party second vice-chairman, were abroad and not available for
intra-party discussion.
Debate will start Saturday on the amendment proposal agreed
by major parties.

PM BHATTARAI RETURNS SATURDAY NIGHT FROM MALDIVES

Kathmandu, 12 Nov.: Prime Minister Baburam Bhattarai
returns Saturday night from Maldives where he led a 11-member Nepali delegation to the 17th SAARC summit.
Nepal is hosting the 18th South Asian regional summit in 1213 for the thrd time.
He visit was the premier’s third foreign trip after assuming
office more that two months ago.
PM Bhattarai first visited New York to address the September
session of the UN annual general assembly and India after Dasain.
