PRESIDENT’S OFFICE RECEIVES CONTROVERSIAL DECISION OF CABINET

Kathmandu, 10 Nov. The office of the president
Thursday received the controversial decision of the cabinet Tuesday asking the ceremonial head of state Dr. Ram Baran Yadav to amnesty a Maoist lawmaker convicted by
the supreme court for murder with confiscation of property.
Government delivered the office after office, president’s press aide Rajendra Dahal said.
Dr. Yadav is under heavy pressure not to implement the government decision.

OHCHR (NEPAL) PROTESTS DECISION TO AMNESTY MAOIST LAWMAKER

Kathmandu, 10 Nov.: OHCHR (Nepal) Thursday expressed serious concern expressed over government’s most recent decision to recommend amnesty of a Maoist lawmaker convicted for murder.
The Nepal office of the UN body asked government to respect rule of law and independence of the judiciary.
The OHCHR (Nepal) said government had
pardoned, appointed and promoted to public
office persons implicated in human rights violations.
The UN mentioned specific names and said it was
concerned with the recommendation to pardon
lawmaker Balkrishna Dhungel, appoint Suryaman Dong as minister of state for energy and promote Durja Kumar Rai of Armed Police Force and Victor Rana of the Nepal Army despite human rights violation allegations.
"Such decisions, taken in relation to both senior politicians and officials of Nepal´s security forces, undermine efforts to address impunity in the country, and taint recent positive progress on the peace process.





"As the Government of Nepal takes important and positive steps to advance the peace process and establish transitional justice mechanisms to address past crimes, such decisions will establish a trend to entrench impunity and send the wrong message at the wrong time.
"The Government should respect Nepal´s judiciary and the rule of law," said
Jyoti Sanghera, head of OHCHR-Nepal.
Main opposition NC also protested this week’s cabinet decision.
But the party signed a 7-point with government legalizing illegal use of smuggled vehicles without paying customs
duty.
Prime Minister Girija Prasad Koirala of NC conducted state affairs and was internationally recognized even though he was involved in an international crime of hijacking a civilan aircraft during the panchayat era.
Foreign capitals were silent when UML leaders
now is power beheaded innocent people in the panchayat ear in opposing fighting the partyless panchayat system.
The international has tolerated some international
crimes and opposes others without qualms.
