TASK FORCE TO PREPARE CALENDAR MEETS MONDAY


Kathmandu, 28 Nov.: A four-member task launched Sunday by the big Thee and a front of six Madeshsbadi parties in government meets one day later Monday after being entrusted responsibility to prepare a calendar for completing the constitution and peace process.
The three parties and the front Sunday asked parliament for time
for preparation of such a schedule before aending anitri constitution for th 11th time to launch a constitution and complete within a specific deadline.
Government and coalition parties have sought a six-month
extension while other parties haven’t decided on the time for
extension.
An extended deadline has become especially important after
Friday’s supreme court ruling the
constituent assembly/parliament can’t be extended further if another deadline is missed.
The apex court suggested government and parties consider alternatives like referendum/ dissolution of the assembly before the deadline is
missed.
The Rising Nepal Reports: A meeting of four major political forces Sunday formed a four-member taskforce to prepare a time-bound calendar of constitution writing prior to the extension of the Constituent Assembly’s (CA) term.
The taskforce will assess the progress of the constitution making and set a timeframe for the completion of the remaining works.
Nepali Congress leader general secretary Krishna Sitaula, UCPN-Maoist secretary Posta Bahadur Bogati, CPN-UML general secretary Ishwor Pokharel and Madhesi Janadhikar Forum- Republican chairman Jay Prakash Prasad Gupta are in the taskforce.
The parties will take their final decision on the period of the CA to be extended through the amendment of interim constitution after the taskforce submits its report to them on Tuesday.
Today’s [Sunday] meeting attended by the top leaders from the Maoist, NC, UML and United Democratic Madhesi Front also instructed the taskforce to valuate the implementation status of the various agreements including the seven-point deal and suggest the additional period of the CA.
In its Friday’s verdict, the Supreme Court instructed the parties to extend the CA’s term only for once and go for the dissolution of the CA following the expiry of the extended period.
Talking to media persons, NC vice-president Ram Chandra Poudel said that the CA’s tenure would be extended for another six months, if the taskforce suggests for the same.
Poudel said, "The NC wants to create trustful environment to extend the CA’s term. We are for the release of seized property and implementation of seven-point deal before the CA term’s is extended."
He clarified that his party would not seek Prime Minister’s resignation prior to the extension of CA’s term. "Our priority is on the early conclusion of the peace and constitution drafting processes."
He informed that the Maoist leaders made a commitment to implement the seven- point deal in the meeting and NC assured that the party would support the government to implement the peace process.
Poudel further said, "We urged the Maoists to end their dual character to implement the peace agreement. We are against the re-capturing of the returned lands."
Maoist secretary CP Gajurel said that the taskforce would specify as to how much time the CA requires to finish the remaining works.
He said, "The taskforce will study the implementation status of the seven-point deal and prepare the calendar for peace and statute writing. On the basis of which the CA’s term will be extended."
He informed that Maoist leaders demanded the rehabilitation of the landless squatters prior to the return the seized properties.
UML vice-chairman Bamdev Gautam said that the taskforce would bring the clear roadmap after analyzing the progress made in the front of peace and constitution drafting processes.
He said that the meeting directed the taskforce to reach a minimum political consensus to end the political deadlock.
The parties would reach a consensus on Tuesday’s meeting after the recommendation of the taskforce to extend the CA term.
"All parties agreed to accept the verdict of Supreme Court on extension of CA tenure," leader Gautam said.
He also informed that the meeting also centered on taking further steps for the combatants’ integration, rehabilitation and management.

The formal name of the nine-member body adopted Sunday was The State Restructuring High Level Advisory Commission.
The first meeting was chaired by Malla K Sundar who is a former agency journalist who promotes Newar culture.

It has a two-month deadline to prepare a report.

GOLD PRICE DROPS

Kathmandu, 28 Nov.: Gold price dropped Rs. 150 per tola Sunday and was traded for Rs. 54,500 per tola compared to Friday the last day of weekly trading.
Silver was traded Sunday for Rs.1,060 per tola.
