Public consciousness has increased after discovery of the sale of

Around two dozen commanders above the rank of brigade vice-commander met Division Chief Tej Bahadur Oli and complained that the provision on education was not acceptable to them.

When Oli could not convince the commanders, he took them to party Chairman Pushpa Kamal Dahal at Singha Durbar before the latter left for the USA.

“We told him that if the provision on education is not corrected we would not participate in the entire integration process,” a commander said.

The commanders complained that most of them joined the insurgency when they were very young and had not even completed their primary education.

“We were still at school in the villages when he asked us to join the war. So how could he have agreed to such a provision?” asked another commander who participated in the meeting.

But the Maoist chairman argued that he has not made any such agreement. “It is simply your misunderstanding; the education level you currently have would be counted,” Vice-commander of Forth Division Kal Bahadur Nath quoted Dahal as saying.


The seven-point agreement, however, states that the educational attainments of the combatants at the time of joining the PLA will be taken into account, though they will be given a bonus of one level.

The Maoist chairman was very mild in his tone and told the commanders that he was compelled to make compromises under difficult circumstances.

“The situation was such that we could not go back to war and establish New Democracy. So I made compromises for the sake of peace and constitution, making the best of the situation,” the commander also quoted Dahal as saying.

Dahal told the commanders that he was painstakingly involved in the negotiations and tried to get the best deal for the combatants.

“I request you to assist in the integration process; I would do my best to settle things in your favor,” the commander further quoted Dahal as saying.

Back in the days of the insurgency, the Maoists had asked schoolchildren to quit going to school and join the insurgency instead, saying “bourgeois education” would make no difference to their lives until they dismantled the “semi-feudal and semi-colonial” structure of Nepali society and established “New Democracy.”

The PLA top brass is holding consultations separately with the commanders of each PLA division.




Post B. Basnet adds: Though the seven-point agreement signed last Tuesday says that the PLA combatants opting for voluntary retirement will get cash compenstion in the range of Rs 500,000 to Rs 800,000, top leaders have agreed in writing that only 23 top commanders will get Rs 800,000.

These 23 commanders comprise seven division commanders from as many PLA cantonment sites and 16 vice commanders.

According to the written agreement, which has been kept secret so far, another 150 commanders will get a retirement package of Rs 700,000 and ´not more´ than 2,000 combatants will get Rs 600,000 in cash as retirement packages.

The 150 combatants who will get Rs 700,000 each are commanders and vice-commanders of PLA brigades.

And the 2,000 combatans who will receive Rs 600,000 each are commanders and vice commanders of PLA battalions, companies and platoons.

The rest of the comabtants, who form the overwhelming majority of the PLA, will get Rs 500,000 each.

A top leader privy to the agreement said the combatants will, on average, draw Rs 520,000 each and the total retirement bill for combatants will not be more than seven
billion rupees.

PM BHATTARAI TO COMPLETE STATUTE WRITING PROCESS





Kathmandu, 6 Nov.; Prime Minister Dr. Baburam Bhattarai Saturday said that the main objective of his government was to conclude the peace and constitution
writing processes, The Rising Nepal reports from Gorkha.
Addressing a martyr’s memorial assembly in the district headquarters, Dr. Bhattarai said that the government would accomplish the two tasks at all costs.
Claiming that the 7-point agreement of Novemeber 1 was a great decision, he said it would be enforced by completing the regrouping of combatants by November 23.
He said that the conspiracy hatched in the dark room by those who did not want change would not succeed.
He further said that the people would not spare those who obstruct the peace and constitution writing processes.
Saying that the main leaders at the centre were united for peace and constitution, Dr. Bhattarai urged the local party activists to unite and work for the cause.
Informing that his government had announced a relief package for the people along with speeding of the peace process, Dr. Bhattarai said that the people were feeling a sense of relief.
He said that Gorkha was one of the backward districts and everyone should pay attention to its development.
He also expressed his commitment to establish a permanent type of service administration in the northern parts of the district.
He also informed that an industrial estate would be set up in Gorkha soon.
He shared with the locals that the government would blacktop the Palungtar-Arughat section of the road.
He said that his visit to India and UN was highly applauded and added that the world would help Nepal after the securing peace and constitution.
It was the 46th visit by Dr. Bhattarai to his home district in 43 months after his election to the Constituent Assembly.
He also inaugurated the second annual general meeting of Manakamana Suchana tatha Sanchar Sahakari Limited.

TUTH HANDLES 100 CASES OF KIDNEY
TRANSPLLANT IN 3 YEARS





Kathmandu, 6 Nov.: Tribhuwan University Teaching Hospital (TUTH) has successfully handled 100 cases of kidney transplant in three years, Geeta Saplota writes in The Kathmandu Post.
On the occasion of the completion of 100 successful transplants, the Kidney Unit under TUTH organised ‘the century celebration’ Friday.
Transplant physician Dr. Deebya Singh said more than 96 per cent cases were successful in meeting the international standards.
Kidney transplantation service has started in TUTH since 8 Aug, 2008.
A patient pays around Rs. 350,000 for kidney transplant in TUTH while it costs around Rs. 1,500,000 in India.
If patients have their own donors, they can conduct transplant in Nepal, if not, they should visit India or another country.
Kidney treatment was much expensive and inaccessible for the poor people until a few years ago. After kidney transplant service was introduced in Nepal (at Bir Hospital and at TUTH) some three years ago, many poor patients have benefited by the service at reasonable prices.
Even after the transplantation, expensive medicine should be taken. Thus, getting kidney transplantation is still beyond the capacity of many poor Nepalese patients.
Now two surgeries are carried out a week in TUTH. Until five months ago, only one surgery used to be carried in a week.
According to transplant surgeon Dr. Bhola Joshi, a patient has to wait for about one and a half months for operation.
Sharing her experience, Dr. Singh, who has also worked in Australia, said that despite shortage of physical infrastructure, manpower, bed and OPD, they were working under in tense pressure in Nepal.
She said if the hospital could provide more facilities and manpower, around four surgeries could be carried out in a week.
After transplantation, patients should take medicines of around Rs. 20, 000 to Rs.30,000 a month for three months. After that, the monthly medicine cost drops to around Rs. 10,000.
As diabetes and high blood pressure are the major causes of kidney ailments, medics said that kidney related diseases are likely to multiply in the days to come.
According to World Health Organisation estimates, around 2,800 patients had kidney failures every year in Nepal.
Medics said that due to lack of awareness about how to keep kidneys healthy, many people are suffering from kidney related diseases.
They said diabetes patients, patients of high blood pressure, and regular users of painkillers, people with kidney patients in family and obese individuals are more likely to have kidney ailments
They advise to drink water sufficiently (at least 6 glasses a day), keeping yourself active and physically fit, maintaining the level of sugar in blood, maintaining the blood pressure, and weight as per the height, not using medicines without consulting doctors, having your health checked up regularly and consuming healthy food, and low amount of salt.
