ACQUISITION OF LAND ONLY WITH COMPENSATION
Kathmandu, 15 Dec.:; A meeting of Dispute Resolution Sub-Committee of the Constitutional Committee (CC) under the Constituent Assembly (CA) held Thursday morning forged consensus in four different contentious issues.
Sub-committee’s coordinator and Chairman of the UCPN (Maoist), Pushpa Kamal Dahal, informed journalists that four issues were finalised among 20 differences seen in the constitution writing.
According to CPN-UML leader Agni Kharel, the leaders agreed to include the provision to book the perpetrators of the crimes against humanity, genocide, and war crimes in the new constitution by making retrospective laws.
Similarly, an agreement was also inked to manage the issues of personal property and land possession by making separate law as it was not the issue of constitution.
The parties are yet to forge consensus in 16 other contentious issues including the forms of governance, judiciary and others.
As per the CA calendar, the parties should finalise the contentious issues except the state restructuring within December 30, RSS reports.
“No ceiling can be fixed on assets. Land ceiling can be fixed
with compensation,” said NC leader and member of the

With the development, any land reform will have to be approved by a two-third majority in parliament making acquisition of assets
difficult for any government.
