PRESSURE ON BABURAM GOVT TO EXTEND TENURE OF UN RIGHTS BODY IN NEPAL
Kathmandu, 6 Dec” A government of Maoists and six Madeshsbadi parties are facing stiff international pressure to extend thetenure of the Office of the High Commissioner for Human Rights-Nepal (OHCHR-N). that ends this week
"The UN still has an important role to play as the country moves toward adopting a new constitution and establishing transitional justice mechanisms," a joint statement, Human Rights Watch (HRW) and International Commission of Jurists (ICJ) said
The two rights organizations claimed political parties must respect the commitment they have made in the Comprehensive Peace Agreement (CPA) by extending the term of the OHCHR-N.
“It is clear from the peace agreement that the UN human rights office should remain in Nepal to monitor human rights issues until the peace process is concluded,” said Frederick Rawski, Country Representative for the International Commission of Jurists in Kathmandu.
“The government refusing to extend OHCHR´s mandate would mean flouting the commitments made in the CPA.”
The government hasn’t yet officially decided on the future of the OHCHR-N although it wants it pack up and return to headquarters in Geneva.
The tenure was conditionally extended six months ago asking
the body to prepare exit plans.
This time around, even the National Human Rights Commission (NHRC) which had demanding the UN body’s return is pressing the government to extend the tenure.
Main opposition is also NC is also pressing the Bhattarai government to stretch the mandate. to prolong the presence
UNMIN was asked to leave 15 January 2011 amid great difficulty which the government is now facing after inviting the bodies.
