NC REJECTS CONSTITUTION WITHOUT HUMAN RIGHTS
Kathmandu, 4 Jan.: Nepali Congress leader Arjun Narsingh K.C. has said the constitution bereft of the universal democratic system and independent human rights would not be acceptable to Nepali Congress, RSS reports.

Speaking in an interaction programme on the forms of governance in the new constitution organised by the Media Vision Nepal here on Wednesday, leader K.C. pointed out that the country should be federated on the basis of identity and viability.

He opined that although the Presidential system was not an undemocratic system as such, the experience in Nepal's context in the recent past when a person or a single post was made all-powerful has been bitter and the people had to suffer due to that.

K.C. stressed that the form of governance that ensures the rights of the people would be appropriate in Nepal's context.

CPN-UML leader and former finance minister, Bharat Mohan Adhikari said the executive power should not be shared and suggested either the President or the Prime Minister should be vested with the executive power.

He said it would be appropriate to empower the President as the person responsible for protecting the national integrity and freedom and the Prime Minister as a person responsible for conducting the day-to-day administration of the country.

General Secretary of the CPN-ML CP Mainali said the President who is defined as the symbol of national unity and the constitution should not be invested with the executive power. He underlined that although the governance system of the country might be changed, all the parties should be one on the question of national unity.

Mainali suggested delineating the federal provinces on the north-south alignment while adopting federalism.
