TWO-DAY HOME SECRETARY LEVEL TALKS BEGIN
Kathmandu, 16 Jan. Two-day Indo-Nepal home secretary level
talks began in New Delhi Monday after more than two years.
A 11-member Nepali team led by Home Secretary Sushil Jung Rana
flew for the Indian capital Sunday to participate in the security related
talks.
India’s Union Home Secretary RK Singh is leading his country’s
23-member talks team.
The meeting will discuss cross-border crime, movement of terrorist groups and other criminal elements, smuggling of contraband, including arms, and human trafficking.
The Nepali delegation includes officials from the ministries of home, foreign affairs, law and justice, chiefs of police agencies and officials
of the Nepali Embassy in New Delhi, including Deputy Chief of Mission Khaganath Adhikari.
India is expected to ask Nepal to step up b vigil to thwart anti-India elements’ attempts to pump fake Indian currency notes into the Indian market using Nepali territory.
The last secretary-level talks in Kathmandu November 2009.

ONE DEAD, 22 OTHERS INJURED IN THREE VEHICULAR ACCIDENTS IN KAVRE, SUNSARI, GULMI
Kathmandud, 16 Jan.: One person died and 22 others were injured in
three separate vehicular accidents in Kavre, Gulmi and Sunsari Sunday.
Six persons were injured Sunday when
vehicle met with an accident at Parte khola in
neighboring Kavre.
Three injured are critical.

As many as 15 persons were injured in a jeep accident in Jubhung of Gulmi district on Sunday, RSS reports from Gulmi.
The jeep bound to Ridi met with the accident in Jhirbas of Jubhung VDC.
Kamala Chhetri, 40, of Paralmi-6 and Dhanmaya Rajali of Ward No. 7 of the same VDC have sustained serious injuries in the mishap, said police.
All the injured have been receiving treatment at Tamghas Hospital in the district.
A man died and another seriously injured when a motorcycle collided with a bullock-cart in Duhabi bazaar of Sunsari district, RSS reports from Itahari.
Police said motorcyclist Manish Humagain, 27, of Sunsari Bharaul-5 died on the way to hospital. Seriously injured pillion rider Bhuwan Dahal, 27, of Shanishachre-5 of Morang district has been receiving treatment in Neuro Hosptial, Biratnagar, said police inspector Megh Raj Thapa of Area Police Office, Duhabi.
Meanwhile in another separate incident, Indra Lal Sardar, 32, of Madhes-4 of Sunsari district who was absconding after killing his wife has been arrested, police said.
Sardar had gone missing from Friday after he murdered his wife Yamuna by slitting her throat.

Minimum temperature Monday morning was 5 degrees Celsius.

MAN ARRESTED FOR MURDER OF NEPALI IN USA
Kathmandu, 16 Jan.: Police arrested a man on the charge of his involvement in the murder of a Nepali national in Decalb County in Georgia on Thursday.
Arlin Turner, 52, was arrested Thursday for shooting a Nepali national,
Damodar Pathak, 39, at a gas station in, in Cedar Grove Road in Ellenwood,Georgia.
Pathak hailed from Lalitpur.

MAOISTS TO MOBILIZE MASSES FOR PEOPLE’S CONSTITUTION
Kathmandu, 16 Jan: After weeks-long heated exchanges between the moderates and the radicals in the UCPN (Maoist) central committee (CC), the Maoist rival factions have formally agreed to withhold the separate documents of Chairman Pushpa Kamal Dahal and Vice-chairman Mohan Baidya and mobilize the masses for the sake of a dignified integration of the PLA personnel and a “people´s constitution,” Republica reports
With the decision, the three-week-long rancorous CC meeting has finally come to an end.
“We have agreed to hold debates on the party line and hold common programs for peace and constitution. In fact we have reached a historic agreement to keep party unity intact,” said Maoist spokesperson Dinanath Sharma.
Leaders said the rival factions now are allowed to discuses the intra-party disputes outside the party also and resolve them in a party congress that is a 20 years overdue.
The party did not clearly elaborate mass mobilization, the constitution of “the people´s federal democratic republic” and “dignified integration” of the PLA personnel into the Nepal Army (NA) directorate.
“We have agreed to take the ideological disputes down to the grassroots level, and formulate joint programs for dignified integration of the PLA. We want party unity on the condition that the party is committed to transformation, people´s revolt and revolution,” Baidya told reporters after the meeting.

According to him, his party will push for a constitution of people´s federal democratic republic that is against imperialism and expansionism.
Baidya said the party is in favor of changing the leadership of the government as per the spirit of the seven-point deal reached among the seven political parties. “The party has struck a deal with other political parties to form a national consensus government. We will speed up talks with other parties for the formation of such a government,” he said.
Terming the political document on peace and constitution floated by Dahal a revisionist line, Baidya, at the CC meeting, had presented a separate document that called for immediate revolt and even threatened to split the party if Dahal´s document was endorsed by a majority vote.
While the ideological disputes within the party remain unresolved, party radicals say that [other] parliamentary parties are against the formulation of the constitution of “people´s federal democratic republic” and dignified integration of the PLA, which will obviously lead the party to “people´s revolt” for state capture.

6 NEPALIS RESCUED FROM COSTA CONCORDIA; SAFE IN ROME
Kathmandu, 16 Jan : As the light went off all of a sudden in the suite room of the seventh floor of Costa Cordia at about 9:15 pm local time Friday evening, they believed in the announcement made by the sinking Italian luxury cruise crews that the electric system had crashed. There was no light except in the floor cabin, KOsh Raj Koirala reports in Republica.
But the belief of Prakash Mohan Bhattarai, 41, and his spouse and two sons that everything was still alright with the ill-fated luxury cruise proved wrong shortly after the ship tilted 20 degree toward their side, making it difficult to walk past the floor. “They had initially announced that things would be under control in about half an hour. But as glasses fell down from table and it was difficult to walk we realized something was wrong,” recalled Bhattarai over telephone from Rome, Italy, Sunday evening.
Bhattarai along with his spouse Rupa Paudel Bhattarai, 40, and two sons -- Prajwal, 12 and Rohan, 10 -- then took no time to join other passenger on board the floor to find rescue boats, leaving all their belongings. “It was a horrible experience. The elevator did not work as there was no electricity. We climbed down hurriedly to catch a motorboat,” he said.
Bhattarai recalled the panicking scene of people shouting with fear and creating a sort of stampede in the staircase to make it to the motorboats that would ferry them to safety. “There was such a panic that we could not even think of anything other than finding a rescue motorboat,” he added.
At least three people have been confirmed dead after the 14-storied cruise ship carrying more than 4,200 people hit a sandbar on Friday evening near the island of Giglio and listed about 20 degrees on Friday night. Six Nepali nationals, including Purnima Shahi and Manjula Rajkarnikar, were also on board the cruise ship. “We could not meet them as they were on the second floor. But now we have met. We are currently safe in Rome,” informed Bhattarai.
Six Nepalis, including Bhattarai, had left for Italy on a 10-day tour package arranged by Zest Holiday Inn, Kathmandu. They were originally scheduled to cruise across Italy, France and Spain.
“As all the Nepalis have left their passports and other belongings in the sinking ship, efforts are underway to provide provisional travel documents through the Nepali mission in Geneva,” said Nepali envoy to Kuwait Madhuban Paudel, who is also the father-in-law of victim Bhattarai. The victims will stay in Rome till a parcel containing provisional travel documents from Geneva reaches them.
Bhattarai, managing Director of Pokhara Macaroni Product Pvt Ltd in Pokhara, said they were first rescued to an Island -- just about 500 meters from the sandbar that caused the accident -- and later taken to mainland before flying them to Rome.
Italian officials have lowered the number of people still unaccounted for to 17 as the rescue efforts are underway. An AP report from the Island of Giglio where the mishap took place stated that there were now six crew members and 11 passengers who haven´t been located from among the 4,200-plus people who were aboard.
The report stated that police divers and rescue crews on Sunday circled around the wreckage of the ship off the coast of the island of Giglio. Crews in dinghies were touching the hull with their hands, near the site of the 160-foot-long gash where water flooded in and caused the ship to fall on its side.
