NEPALI LEADERS TRAVELING TO INDIA ON PRETEXT OF
SEMINAR ATTENDANCE, MEETING SONIA GANDHI, PM
MANMOHAN SINGH
Kathmandu, 25 Feb.: In a bid to institutionalise the bilateral dialogue, the stage has been set in the Indian capital for an interaction between parliamentarians of Nepal and India. The list of the parliamentarians from Kathmandu could possibly include senior leaders across the Nepali political spectrum, according to the organizers, writes in The Kathmandu Post from New Delhi
Though invitation has been extended to senior leaders who are also representing the Constituent Assembly, the organisers have said that they are yet to get the confirmation. The list of invitees include UCPN (Maoist) Chairman Pushpa Kamal Dahal, CPN UML Chairman Jhala Nath Khanal and senior leader Madhav Kumar Nepal, Parliamentary Party leader of Nepali Congress, Ram Chandra Paudel, senior Madhesi leaders as well as lawmakers from other parties.
The conference to be organised by the apex business organisation of Indian—Federation of Indian Chambers of Commerce and Industry (FICCI) is expected to take up a range of issues of bilateral importance. The conference which is scheduled to be held on February 29 is said to be the first of its kind in the bilateral engagement between Nepal and India.
"As a part of Track 2 diplomacy, we have organised this event. We hope that it will be very helpful to institutionalise the bilateral dialogue between Nepal and India," said the official.
Prior to this, though exchange of visits between the parliamentarians used to happen at the initiative of respective governments, this kind of effort at private level has not been institutionalised yet. Recently, FICCI came up with the concept of forming parliamentary forum with South Asian countries including Nepal and hold consultations on bilateral issues of utmost concern.
According to the tentative schedule available as of now, delegation of Nepali lawmakers will arrive in New Delhi on Feb 28 and return Kathmandu on March 1—a day after the conference.
It has not been confirmed officially whether they will be meeting top Indian leaders including Indian Prime Minister Manmohan Singh and United Progressive Alliance Chief Sonia Gandhi during their stay in New Delhi. Though the organisers did not want to divulge the details about this, they either did not rule out the possibility.
The delegation of Indian MPs in the conference will have senior leaders including Former Foreign Minister Jashwant Singh.

TRAFFIC POLICEMEN HUMILIATED BY UML ACTIVISTS RESIGN
Kathmandu, 25 Feb.: Traffic policemen, head constable Padam Bahadur Rawal and constable Dayaram Chaudhary, on Friday intercepted two youths riding on a motorcycle without wearing helmets, only to land in trouble for trying to perform their
duties, police said, Durga Lal KC reports in The Kathmandu post from Dang.
A scuffle followed a heated argument as the policemen tried to tell the youths about the traffic rules.
Assistant Sub-inspector Dhan Bahadur Bohara had to rush to the site to contain the situation.
The youths—Ganesh Nepali and Bibek Shrestha—who turned out to be members of two sister organisations of the CPN-UML, and their supporters then blocked the road in protest. And all this happened in front of the District Traffic Police Office at Ghorahi in Dang at around 10 am. Shrestha said the policemen misbehaved with them instead of booking them for riding without a helmet.
While Nepali is Ghorahi town member of the Youth Association Nepal (YAN), the UML’s youth wing, Shrestha is a central member of the UML-affiliated All Nepal National Free Students’ Union (ANNFSU).
YAN and ANNFSU activists filled the road in protest and said they will not give up until the “guilty cops” publicly apologised for their “failure to recognise the leaders” and for detaining them. The nasty situation forced Rawal, Chaudhary and Bohara to apologise for the mistake they “never committed.” The cops then removed their insignia, striped off their uniforms and said they would resign if they are to face such a situation for performing their duties.
Ten other police personnel at the district traffic police office, including the office chief, Inspector Purna Bahadur Bhandari, followed suit. They also stripped themselves of their uniforms and announced their resignation. “We cannot work if we are forced to apologise for working as per the laws of the land. We cannot work if we are to face such humiliation. Must we ask each and every offender their political affiliation?” Bhandari said.
Superintendent of Police Ganesh Bahadur Ayer told the Post that authorities have urged the policemen not to resign. We have taken initiatives to resolve the issue amicably, he said.
When asked, Chief District Officer Gehanath Bhandari said the incident is not the serious one. “It is not right to strip off the uniforms in the heat of the moment. We will act after a detailed investigation,” he said.
