It wasn’t cleat who planted the explosive.

Kathmandu, 13 March:: Energy Minister Posta Bahadur Bogati has said that the government was working for the implementation of the big hydropower projects,
RSS reports.
Speaking at a press meet at the Ministry organised to give information about the progress on the work executions by the Ministry on Monday, he said coordination between the energy and finance ministries was underway to prevent the Kulekhani and Chameliya projects from facing budget crisis.
The Ministry has intensified the monitoring of the big hydropower projects including the upper Tamakoshi, West Seti and Budhigandaki so as to complete them on time, he added.
Stating that 10-point working plan aimed at reducing power outage was on the process of enforcement, the energy minister said losses incurred by the Nepal Electricity Authority was not yet brought to light.
He further said the Ministry has succeeded in bringing down power leakage to 27 per cent from 29 per cent after he assumed the office and such percentage is expected to be reduced to 25 per cent within the end of the current fiscal year.
Similarly, the task of reconstituting the Electricity Tariff Fixation Commission has been initiated, considering the need of making adjustments to the tariff rate as per the demand of time, he said.
According to information provided by Minister Bogati at the programme, the Public Corporations Direction Board has been requested to appoint the executive chief at the NEA and the Hydropower Investment and Development Company.
The dispute related to a contract granted to the Chinese company for the construction of the West Seti Hydropower Project would be cleared soon, claimed the energy minister.
