Kathmandu, 9 March Prime Minster Baburam Bhattarai said Friday’ remaining time should not be wasted in funding out alternatives’ after 27 May when a deadline
ends to promulgate a delayed constitution to institutionalize a delayed republic.
“We should work day and night to promulgate a constitution in the remaining time,’ he said and added,”
“Nobody will be saved and consequences will be disastrous,”he warned without talking of a bloodbath.
In a a previously speech several days ago, he predicted a bloodbath in which more than 50,000 would be killed without a promulgation of a basic law within the coming fresh deadline.
RSS Adds Prime Minister Dr. Baburam Bhattarai has said that all the political parties should be engaged rigorously to complete the peace and constitution writing processes by working day and night rather than seeking to extend the term of the Constituent Assembly yet again.

He said the government will create environment for the same. Inaugurating the newly constructed building of the Kathmandu District Development Committee, Prime Minister Dr. Bhattarai said first priority of the present government is to complete the twin tasks of peace and constitution.

We cannot even think of alternative to peace and constitution and if any mishap takes place no one will be spared, the prime minister said.

The building was constructed at a cost of Rs. 50 million at five ropanis of land. The prime minister on the occasion also informed that a Kathmandu Valley Development Authority was mulled for the overall development of the Kathmandu valley, for which internal preparations were on.

He also informed that there is a need for bringing land use and land utilisation policies in Kathmandu valley, and added that no one should obstruct the construction of the outer ring road.

Kathmandu, 9 March: : Just ten days after the government signed the memorandum of understanding with a power developer company, the Legislature-Parliament Committee on Natural Resources and Means on Friday directed the government to not proceed with the works of West Seti Hydro Electricity Project right this time, RSS reports.

Emerging from the meeting held at Singha Durbar, committee members said that the West Seti deal was a malicious and an anti-national, calling for a probe into the project works.

Lawmakers from Nepali Congress, Gagan Thapa, Dharmaraj Gurung, Laxman Ghimire, among others, expressed dissatisfaction, saying the agreement signed by the government with the Three-Gorges Corporation--the power developer from China--on February 29, was wrong in legal terms.

The lawmakers demanded to scrap the agreement which they said was signed 'overnight', and select a company based on competition.

The parliamentary panel also formed an 11-member probe committee for detailed study of the agreement signed by the government regarding the West-Seti Project, the reservoir-based project. The committee has been given 10 days to submit its report.

The government has awarded the Chinese company -- Three Gorges Corporation-- to begin the construction of the West-Seti Project with the capacity of 750 megawatts. As per the preliminary report, the total cost of the project is likely to reach Rs 124 billion. The company has agreed to complete the project within eight years and Nepal Electricity Authority (NEA) is investing 25 per cent of the total investment.

Three Gorges is China's largest hydro power developer company.

LOCAL ELECTIONS RULED OUT BEFORE 27 MAY
Kathmandu, 9 March:: Minister for Local Development Top Bahadur Rayamajhi on Friday ruled out the possibility of holding local bodies' election as the government is prioritising to conclude the peace and constitution writing by May 27, RSS reports from

Inaugurating the 20th District Council Meeting of Kaski here today, he said once the new constitution was promulgated, the election process will begin as per the legal structure of the new constitution.

Minister Rayamajhi said the major political parties have been working to conclude the peace and constitution writing processes as there is no alternative to this. He added that the mechanism in the local bodies was scrapped as it was formed without due process of the law.

Rayamajhi stressed on the need for forming national consensus government for political stability and economic development. He warned that the nation would fall into an abyss if it did not get the constitution by May 27.

Guru Prasad Subedi, the Local Development Officer of Kaski district, presented a budget of Rs 4.27 billion for the fiscal year 2069/2070.
