FURTHER REACTION TO SUPREME COURT VERDICT
Kathmandu, 29 March: Maoist Chairman Prachanda said fitting reply
will be given by completing tasks and responsibilities.

judicial encroachment of legislature responsibility
“In fact, the court’s decision to put a cap on the CA term is the judiciary’s encroachment on the jurisdiction of the legislature. Our question remained unanswered
this time too.”
Tarai Madhesi Loktantrik Party leader Sarvendra Nath Shukla said the decision has challenged the sovereignty of the CA.
“While we all agree that the term of the CA should not be extended, the decision has to be taken by the assembly itself,.” Sarvendra Nath Sukla of TMLP said.
Shambhu Thapa, said the government and Parliament ‘can extend’ the CA term for a one last time by invoking the emergency clause of the constitution, but he added a caveat that ‘such a move would not only be suicidal but also would be tantamount to a criminal act’. “An emergency on the basis of necessity — on constitutional grounds —
can only be invoked, an enforced emergency does not support another
extension of CA term,” Senior Advocate Sambbu Thapa, who helped
draft an interim constitution commented
NA lawmaker and another senior advocate Radheshyam Adhikary said:
“There is no legitimate way to extend the CA term again. In the event of
failure to draft the constitution by the end of current CA term, fresh
election, one of the alternatives suggested by the SC, remains the best
option.”

ARJUN NARSINGH KC OF NC ITALY BOUND
Kathmandu, 29 March: Nepali Congress leader Arjun Narsingh KC left for Rome, Italy on Wednesday to take part as a guest in the convention of the Nepali Liaison Committee, a sister organisation of the NC in Rome.
Leader KC is also scheduled to attend a program to be organised by the Non-Resident Nepali Association in London, UK on April 2.
He is scheduled to return home on April 5.

NAME CHANGE OF CPN-MAOIST
Kathmandu, 29 March: The Bharat Dahal-led CPN-Maoist party has been changed to CPN-Maoist-Centre following the party's first national conference held in Dhangadi recently, RSS reports.

According to a statement issued by the party here on Wednesday, the conference constituted joint national people's council for party purification plan and for the legislative and local elections.

It also unanimously endorsed six different proposals including the party's statute, new populist revolution and its program, Nepal's geo-politics, rise and fall of Maoist people's war, new changes in Nepali society and form and solution to Nepal's ethnic problems.

The conference also elected a 19-member executive committee under the chairmanship of Mr Dahal.

Amar Rai, Rita Manushi, Bhim Chaudhary, Amrit BK, Surya Timalsena, Rajendra Sapkota, Sailendra, Krishna Dahal, Akhanda Mukhiya, Krishna Adhikari and Kamal Bohara are the members of the committee.

Following the displacement of monarchy, Nepal new populist movement now enters the second phase as national liberation movement, says the statement signed by Party President, Mr Dahal.
