PARTIES HOLD DISCUSSIONS WITH JURISTS ON A JUDICIAL SYSTEM TO BE INCORPORATED IN A PROPOSED CONSTITUTION
Kathmandu, 27 March: Parties, including the Big Three, for the first time
Held collective discussions with jurists at a hotel Tuesday on a judicial system in a proposed federal system amid charges by leading lawyers Maoists were attempting to create a rigidly controlled judiciary.
A system, a structure and a judicial council to appoint judges, tenure of judges and related issues concerning the judiciary are being discussed.
Main opposition NC and UML are resuming discussions with Maoists on
completing a constitution Tuesday amid refusal first to discusses other
subjects but conclusion of the peace process first.

DISCUSSION ON PROPOSED FEDERAL STRUCTURE
CONTINUES
Kathmandu, 27 March: Discussion continued for the second consecutive
day Tuesday for the second consecutive day at the constituent assembly (CA) on a federal structure for the country to replace a unitary state founded by King Prithvi Narayan Shah.
Four days has been set aside for the debate that began Monday amid
serious differences between parties of a new structure in a relatively small country n central Asia between Asian giants India and China and with little
resources and many ethnic groups and languages and with little natural resources.
Many are now having a re-think on a structure proposed four years ago
without deep discussions but with a large foreign input.
The CA is discussing two proposals of a government-appointed
state reorganization commission that couldn’t agree on a model.
“Only a constitutional process has been met. Discussions will be completed. That’s all,: main opposition NC assembly member Narahari Acharya said reminding
there’s a provision in an interim constitution to debate a such a structure at
the CA.
He recalled difficulties in approving a federal structure that has to be
agreed by 27 May.
