PARTIES MAKE FINAL EFFORT TO COMPLETE PEACE,CONSTITUTION

Kathmandu, 30 March: Parties are holding last-minute discussions to complete the delayed peace and constitution drafting processes after the supreme court backed
a decision of the registrar’s office not to register requests of Prime Minister Baburam Bhattaraai and Speaker Subash Nemwang to review a November 2011 judgment
which ruled the present constitution assembly (CA) will be the last..
The Big Three ar holding discussions and a special committee chaired by Prime Minister Baburam Bhattarai for the integration in Nepal Army (NA) of 6,500 former
rebel fighters is also held Friday.
A secretariat of the committee Thursday, amid Maoist differences, finalized
a modality with a work schedule for integration of fighters.
The report is being presented at the secretariat for approval of the special committee Friday.
The secretariat couldn’t meet Tuesday’s deadline to complete the suggestions
as Maoists pressed for relaxation of military rules and regulations to facilitate their into the state army the PLA fighters failed to dislodge in a 10-year insurgency.
Opposition has rejected calls for amendments or relaxations of a 7-point
agreement which is the framework for follow-up agreements.
Differences between parties haven’t been resolved o five major issues to draft a constitution.
Completion of integration is a pre-condition of opposition to complete drafting a constitution.
Debate also resumes Friday for the fifth day at the constituent assembly on a federal structure to replace a unitary state.

Kathmandu, 30 March: UCPN Maoist Secretary CP Gajurel said the party establishment is conspiring to revive the 1990 constitution even by splitting the party—an attempt which should be thwarted, Nagarik reports from Jhapa.
“Prachanda is attempting to revive the old constitution even by splitting the party.
There’s no alternative for us but to launch a struggle against it.” Gajurel, who is now Chief of the United National People’s Movement Committee said.
In Chitwan, UCPN (Maoist)General Secretary Ram Bahadur Thapa charged the party establishment in guided by foreigners.
“It’s clear the establishment faction which didn’t agree with the central committee decision is guided by other power centers,’ Thapa told journalists after he addressed a closed party session.
He charged the establishment wasn’t serious on completing the peace and constitution processes.
