10 PROVINCE PROPOSAL IS FINAL SAYS MAOIST CHIEF Kathmandu, 27 April: At a time when the ruling party CPN-Maoist’s proposal of carving out 10- federal states based on identity has drawn widespread criticism from different quarters, Maoist Chairman Pushpa Kamal Dahal has said that his party will not make any compromise on the 10-province proposal floated by the party on Thursday for state-restructuring, RSS reports. Talking to the leaders of Newa: Movement at his residence in Lazimpat on Friday, the Maoist chief said that his party proposed the fresh model at a meeting of three major political parties and United Democratic Madhesi Front (UDMF) to settle one of the thorniest issues of the constitution writing. Dahal said that the proposal is the bottom line of the Maoist party as it was scientific and practical and other political parties should agree on this model, Prachanda's aide Shiva Khakurel quoted. The issues of the state-restructuring would be taken in the Constituent Assembly (CA) and finalized through voting if the major political parties did not accept the Maoist proposal, he added. During the meeting, the leaders of Newa community suggested chairman Dahal to not backtrack from the present proposal on state-restructuring claiming that it was scientific and practical. It was possible to accept the proposal of the Nepali Congress and the CPN (UML) if they bring more scientific and objective proposal but the claim for five or six states proposed randomly was not acceptable, Dahal told the Newa representatives. During the meeting Chairman Dahal informed the Newa community leaders that the major political parties have almost made understanding on the form of governance though they could not finalize it as the parties still have differences regarding the powers sharing between the President and Prime Minister. Padmaratna Tuladhar, Malla K. Sundar, Senior cultural expert Satya Mohan Joshi, UCPN-Maoist leader and State Minister for Land Reforms Dilip Maharjan, the CPN (UML) leaders Dr Mangal Siddhi Manandhar and Rajendra Shrestha among others were present at the meeting.
