AGREEMENT ELUSIVE TO CONCLUDE PEACE AND PROCLAIM A CONSTITUTION Kathmandu, 24 April: Amid reports of an agreement on major issues, except a federal State, a final agreement wasn’t sealed between the Big Three and a front of Madeshsbadi parties Tuesday. Main opposition NC asked for time for intra-party discussions. The preparation meeting for the meeting of senior leaders of the three major political parties and the Samyukta Madhesi Morcha held at the Office of Special Committee for Supervision, Integration and Rehabilitation of Maoist Combatants, New Baneshwor, has concluded, RSS reports. The top leaders held discussions on the disputed issues appeared during the constitution writing process including forms of governance, electoral system, state restructuring, judicial system among others and made understanding to take the issues in the full meeting and initiate to pass informal agreement in t he meeting, they said. It is reported that the meeting also held discussion on the issues that are still to be resolved on the army integration process. The leaders refused to speak anything about the decision made by the top leaders meeting. Chairman of the Unified CPN (Maoist), Pushpa Kamal Dahal, Prime Minister and Vice-chairman of UCPN-Maoist, Baburam Bhattarai, President of the Nepali Congress, Sushil Koirala, and Vice-chairman Ram Chandra Paudel, Chairman of the CPN (UML) Jhala Nath Khanal, senior leader Madhav Nepal, and Chairman of Madhesi Janadhikar Forum Bijay Kumar Gachchhadar had participated the meeting. R nnnn BAIDYA FACTION LAUNCHES PVB Kathmandu, 24 April: First Vice Chairman Mohan Baidya of UCPN (Maoist) Tuesday launched a People´s Volunteers Bureau (PVB) headed by Netra Bikram Chand with discharged former fighters, those who voluntary retired or othersas members. A 17-member body will manage the Bureau whose formation indicates worsening relations with the establishment side of Chairman Prachanda and Prime Minister Baburam Bhattarai who have been charged for embezzling Rs.9.5 billion The PPVB was formed after convening a national meet Tuesday. Former PLA members Udaya Chalaune, Ramlal Roka Magar, Dev Kumar Limbu, and Nep Bahadur Kunwar Magar are other members of the Bureau. The establishment has feared rebels would form such a forcibly implement party decisions. The PVB is like the YCL a para-military unit of the establishment side. nnnn PRACHANDA, PM BHATTARAI SHOULD JOIN NC, UML SAYS GAJUREL Kathmandu, 24 April: : Secretary of the UCPN-Maoist, CP Gajurel has said Chairman Pushpa Kamal Dahal and Vice-Chairman Dr Baburam Bhattarai had, now, no right to remain in the UCPN-Maoist party, RSS reports. Speaking at an interaction organized by the Rafat Media Club here on Tuesday, Secretary Gajurel said they had no right to stay in the party because they have already deviated from the party's notion and principles. "I suggest Chairman Dahal and Vice-chairman Dr Bhattarai to join the Nepali Congress or the CPN-UML instead," he added. Moreover, leader Gajurel, who belongs to the radical faction of the party led by Vice-Chairman Mohan Baidya, accused Chairman Dahal and Vice-Chairman Dr Bhattarai of surrendering PLA fighters to the Nepali Army due to the fear that corruption involving the combatants and cantonments would be exposed. There is no hope of getting a people's constitution, he said, adding that the three parties and the Madhesi Front were busy in a clandestine 'give and take' deal. Similarly, he said some leaders of Maoist and of other parties were hatching a conspiracy to impose anti-people constitution by terrorizing people of another war in the country if the constitution was not made by May 27. According to Secretary Gajurel, present government was the most tainted and corrupt government in Nepal's history, so it must step down. He warned of vigorous protest if the constitution was brought against the people's desire. The protest would be peaceful initially, and if necessary, they would later turn violent with taking up of arms, he warned. Nnnn ATTEMPT TO IMPOSE EMRGENCY CHARGES SARITA GIRI Kathmandu, 24 April: Chairperson of Nepal Sadbhvana Party, Sarita Giri, has said the country has already ushered in Khas authoritarianism, RSS reports. Organizing a press meet at Madhes Media House in the capital on Tuesday, she accused the government of setting up people's government by appointing regional administrators. It was worrying that the Constituent Assembly members were not provided the first draft of constitution in spite of fast approaching date to promulgate the constitution, she said, adding that the people's representatives were unaware of this. There was a chance of declaring an emergency in the country by bringing Article 64 of the Interim Constitution into action as 32,000 army persons were deployed in the Madhes alone in recent six months. The peace process concluded forcefully would lead to fatal repercussion, she claimed. Some 20,000 ex-fighters of the Maoists including 4,000 disqualified and 16,000 who opted for voluntary retirement- are still among people. It was the violation of the Constitution to mobilize Nepali Army in the fighters-lodged cantonments without taking the President's consent, she added. nnnn YOUTH DEAD IN MALAYSIA Kathmandu, 24 April: A youth from Rukum, who had been working in Malaysia, died on Monday night. Nim Bahadur Malla, 26, of Syalapakha VDC-3 fell unconscious all of sudden at around 11.30 pm according to the local time there and died after few minutes, according to his coworker Rag Bahadur, RSS reports from Rukum. Malla had been working at the Selenga-based company for the past 28 months. He had returned after completing his day duty when the incident took place. It is learnt that preparations are going on to airlift Malla's body to Nepal. He is survived by his spouse and a daughter. nnnn
