12TH AMENDMENT TO INTERIM CONSTITUTION AMENDED AS GOVT. CHANGES FLAG POST TO PASS CONSTITUTION UPDATE Kathmandu, 19 May: Parliament Saturday evening approved a 12th government amendment bill by majority to amend article 70 of an interim constitution. The amendment will shorten procedure to pass a constitution to be proclaimed by 27 May. Altogether 533 of 536 lawmakers present in the session voted for thebill and three against, Speaker Subash Nemwang. A proposal by rebel Maoist lawmaker Deb Gurung demanded 72 hour detailed discussion on the bill as stipulated in parliamentary process; the request was voted down.
