BIG THREE, MADESH MORCHA TALKS INCONCLUSIVE UPDATE Kathmandu, 26 May: A meeting of the Big Three and Madesh Morcha in government and opposition was inconclusive Saturday as they discussed resolution of differences to promulgate a constitution by midnight Sunday, The nation celebrated Republic Day one day later Monday. A constitution has to be promulgated by the constituent assembly (CA) to legalize the declaration of a republic by toppling the 23-year-old monarchy established by Prithvi Narayan Shah the Great. MORE GOVT., DALITS SIGN 4-POINT AGREEMENT Kathmandu, 26 May: The government and Joint Political Dalit Struggle Committee on Saturday signed four-point deal regarding political, social, economic and cultural rights that should be included in the new Constitution for the promotion of Dalit community, RSS reports. The agreement was signed after the government expressed commitment to table the demands raised by the Committee in the Constituent Assembly. Following the agreement, the Committee has agreed to withdraw all its protest programmes. As per the agreement, the Dalit community would be provided with 10 per cent additional representation in all levels of political structures along with proportional representation of the Dalit. The government has pledged to ensure Dalit rights by constituting a powerful National Dalit Commission, 10 per cent additional representation to the Dalit in sivil servant, security bodies and judiciary, among others. Coordinator of the government talks team and Minister for Peace and Reconstruction, Top Bahadur Rayamajhi, ministers Mahendra Prasad Yadav, Radha Gyawali and representatives of Dalit talks team Tilak Pariyar, Khadga Bahadur Basyal, Jitu Gautam and Rajesh Bishwokarma among others signed the agreement. nnnn
