FIFTH REUBLIC DAY BEING OBSERVED Kathmandu, 28 May: The 5th Republic Day is being observed Monday. Ironically the day is being celebrated house after a constituent assembly (CA) was dissolved following failure to institutionalize a republic declared by a self-appointed parliament and that had completed its tenure. The CA was to institutionalize the declared republic by framing and promulgating a constitution. Prime Minister Baburam Bhattarai has declared fresh elections for the assembly 22 November opposed mainly by NC and UML as an unconstitutional decision of the cabinet that took the decision without discussion with other parties.
