Permission of Nepal Rashtra Bank was sought the same day. Nnnn BAIDHAYA FACTION NOT PRESENT AT FIVE-POINT SIGNING Kathmandu, 4 May: Mohan Baidhaya faction of UCPN (Maoist) was not present at Thursday’s negotiation and signing of a five-point agreement, Nagarik repots. Leaders of the dissatisfied faction Baidhaya, Ram Bahadur Thapa and Deb Gurung were present Wednesday during briefing on an understanding the previous day. One leader said because ministers are being changed on terms of a four-point agreement, a government of national consensus can’t be accepted, one leader said. A successor government is being formed at instance of foreigners. nnnn
