MAOISTS ON VERGE OF SPLIT
Kathmandu, 26 May: In its bid to garner support of 40 percent of the lawmakers, which is a must to split the party, the hard-line faction of the UCPN (Maoist) led by Vice-chairman Mohan Baidya has initiated a signature campaign inside the
Party, The Kathmandu Post writes. .
Leaders close to the hard-line faction say they will formally split the party after May 27 if a new constitution fails to meet the aspirations of the workers, Dalits, peasants and other oppressed and marginalised communities. Till Friday evening, only 75 lawmakers have signed supporting the hardliners' bid to form a separate party. "The Maoists will remain united only if the CA is dissolved and a constitution is not promulgated," said a leader.
More than half a dozen Central Committee members who spoke to Post on Friday said the party is on the verge of split and that they are set to take any decisions just before or immediately after May 27.
“If party Chairman Pushpa Kamal Dahal and Prime Minister Baburam Bhattarai make compromises with other parties against the party policy and give up the agenda of identity-based federalism, we will be compelled to take any harsh decision,” said CC member Bharat Bam.
The faction is also going to vote against the party whip during the constitution-drafting process if party leaders give up the agenda of identity-based federalism. The establishment faction, however, is preparing to suspend lawmakers loyal to the hard-line faction elected through the proportional system if they disobey the party's decision during the voting in the CA.
Lawmakers elected through the proportional system can be removed as recommended by the respective party but this does not apply to those elected under the first-past-the-post system.
In the parliamentary system, chief whips of respective parties can issue a whip to their lawmakers to vote for a party proposal in the House. As Maoist Chip Whip Dev Gurung belongs to the hard-line faction, the establishment faction fears he may create problems by not issuing whips or doing so against the party policy.

DELHI DENTIST COUPLE CHARGED FORMURDER OF DAUGHTER AND NEPALI DOMECTIC HELP
Kathmandu, 26 May: In a new turn to the four-year mystery of a double homicide case, which involves the death of a Nepali national, the special court near the Indian capital on Friday formally charged the dentist couple with the murder of their teenage daughter Aarushi Talwar and domestic help Yam Prasad Banjade 'Hemraj', Mahesh Acharya writes in The Kathmandu Post from New Delhi.
This is the first time a court formally ruling that the evidence collected by the Central Bureau of Investigation (CBI) is enough to charge the dentist couple--Rajesh and Nupur Talwar--in the gruesome double-murder case that took place in May 2008. In addition to the homicide, the special CBI court in Ghaziabad has also charged Rajesh for the destruction of evidence.
However, the Talwars denied the charges of the court. Following their denial, the court has decided to start a trial from June 4.
"It is great relief that the court has formally charged the Talwars. This is an important turning in providing justice to the innocent Nepali national Hemraj," said Naresh Yadav--the counsel for Hemraj's family.
In the court, CBI had argued that there is no forced entry into the house on the day of murder and the circumstantial evidence clearly points finger to the Talwar couple in the murder of their 14-year-old daughter and the domestic help. "There are only four persons in the house on the day incident happened. Two (Aarushi and Hemraj) are dear and two (Rajesh and Nupur) are alive. Also there is no forced entry into the house," argued the CBI.
The CBI also claimed that the Talwars had killed the duo upon0 seeing them in a compromising position. However, the Talwars have strongly opposed the CBI 'honour killing' claim.
On May 16, 2008, Aarushi was found murdered with her throat slit at Talwars' flat in Noida. Hemraj's body was found in the terrace of the flat the following day.
