ONLY HOURS REMAIN TO AVOID CRISIS BY NOT PROMLGATING CONSTITTION Kathmandu, 27 May: Talks described as ‘final’ are scheduled to begin Sunday at nine in the morning [03.15 GMT] between the Big Three—ruling and one opposition party- to resolve differences to legalize the declaration of an already epublic nearly for years ago by toppling a 238-year-old monarchy. Monday is the fourth anniversary of the declaration. Major parties have to formalize the declaration by promulgating a constitution by midnight Sunday. A second round of meeting Sunday night between Maoists leading the government and their allies in government Madesh Morcha. UML and NC was again Inconclusive .amid predictions the constituent assembly (CA) will be dissolved by parties themselves without an agreement Sunday. There’s still so much work left to be done; parties will promulgate a constitution with nameless provinces on which there are differences and leave differences to whathas been called a ‘transitory parliament’. The main difference between parties is of state reformation by replacing a unitary state with provinces in a federal structure. Maoists have proposed 10 or 14 ethnic provinces opposed by NC and UML opposing ethnic provinces amid fears a unitary state will disintegrate the state in central Asia between giants break China and India. Parties Saturday traded charges blaming each other for the deadlock. NC and UML are pressing multi—ethnic provinces with seeds of regionalism and communal violence already sown, Government work has been hampered and lives of people have become intolerable with daily closures nation-wide either pushing or opposing creations of new federal structures. PM, FORMER DPS SUMMONED BY SUPREME COURT SUNDAY Meanwhile, the supreme court has summoned Prime Minister Baburam Bhattarai and former Deputy Prime Minister (DPM) Krishna Prasad Shitaula of NC Who has resigned, to appear personally before the aoex court Sinday to har arguments in a contempt of court charged filed against them. They were charged for contempt for overruling a landmark court verdict telling government to go either for election or a referendum if a constitution wasn’t promulgated by 27 May Sunday. The government, instead, sent for a three-month extension of the CA struck down by the apex court. Maoists have charged supreme for what has been called a wrong and hasty political decision of an elected government. The court and government are on a collision course even as there’s clear demarcation of powers of the executive and judiciary and power of judicial review, Maoists have threatened to come our on the streets if the CA is dissolved or ethnic provinces aren’t declared. nnnn
