PM, PRESIDENT HOLD CONSULTATIONS FOR SECOND TIME IN TWO DAYS Kathmandu, 22 May: Prime Minister Baburam Bhattarai held consultations with President Dr. Ram Baran Yadav for the second time in two days Tuesday morning and discussed promulgation of a constitution with only five days remaining to bring out a basic law. The president summoned the prime minister for discussions. Talks between ruling parties broke down Monday as new differences cropped upon a federal structure making consensus elusive in the document. Suggestions have now been made to launch a basic law through majority vote vote in parliament and constituent assembly scheduled to meet Tuesday amid a nation-wide restricting the movement of vehicles. The prime minister and president met amid speculation the 27 May deadline to proclaim a constitution won’t be met throwing the country into a new political crisis. Goalposts were charged to shorten the process approve a basic law by doing away with a procedure to discuss and approve every article by a two-third majority in the constituent assembly. Instead, a constitution was to be presented in form of a single bill for approval. President Dr. Yadav Monday held separate discussions Monday on constitution and reviewed the political situation separately with PM Bhatttrai and leaders of the Big Three and Deputy Prime Minister of Madesh Morcha in government. The head of state reviewed the country’s situation with the leaders. ‘Time is short. Go for consensus. Let’s hear a good result. Prepare to bring out a constitution in a day or two. “All parties are heating up the street. You don’t hold meetings. on issues while differences remain where they are. How can the constitution be promulgated?,” he asked, according to Kantipur quoting unnamed sourses. Nnnn PM GETS INVITE FOR NAM SUMMIT Kathmandu, 22 May: Prime Minister Baburam Bhattarai Monday received an invitation from Iran’s Ahmad Savani to attend this year’s summit of non-aligned nations in Tehran from 26 to 31 August. Savani is a special envoy of the Iranian president. nnnn
