DETAILS OF PM BRIEFING TO FOREIGN DIPLOMATS
Kathmandu, 11 June: Prime Minister Dr Baburam Bhattarai has said that the government would leave no stone unturned to forge consensus among the political parties to conduct elections to the Constituent Assembly (CA) on November 22, 2012, RSS reports.
"We will leave no stone unturned to reach a consensus so that we can hold the CA elections on slated date," the Prime Minister told ambassadors and heads of diplomatic missions of different countries in Nepal at the Prime Minister's official residence at Baluwatar, this morning.
Dr Bhattarai said maximum efforts were underway for the formation of a national consensus government prior to the CA elections to build environment of trust among major stakeholders and ward off the possible legal hassles.
On the occasion, he also wished for continuous support from all in such a challenging situation of the country.
Describing the progress in peace process as a miraculous performance, the PM said that this was not the point to be satisfied and stressed on drafting the new constitution through the popularly-elected body--CA at any expense.
Prime Minister Bhattarai said that his government brought the former PLA under the government though the major political parties impeded the constitution writing process saying that constitution would not be drafted sans completing the peace process.
On the occasion, the PM said that oppositions obstructed the constitution writing process though maximum efforts were made by the coalition parties for the writing of the new constitution.
Saying writing constitution without guaranteeing the rights of Madhesi, Janajati, Dalit, and marginalized groups was not relevant, the Prime Minister added the CA was dissolved after the parties failed to forge consensus till the eleventh hour though he demonstrated maximum flexibility and honesty in writing of the new constitution.
"The believers of democracy cannot reject the elections. But consensus among the parties is necessary prior to holding elections," the Prime Minister said.
During the meeting, the PM said, "Economic development is the main basis of peace and stability."
Saying that the government was formed for finalizing peace process and forging consensus for constitution writing, for economic prosperity and good governance, the prime minister said the government completed the task of bringing the Maoist combatants under government, a major task of peace process.
He said the government foreign policy was based on the UN charter, principles of non-alignment, peaceful coexistence, international laws and practices, and global peace.
Bhattarai said Investment Board was formed, Investment Year and Visit Lumbini Year were declared, projects of national glory were identified, which are main efforts of the government.
PM's Personnel Secretary Ganga Shrestha told reporters that the prime minister informed the heads of diplomatic missions about the political situation of the country and added that the PM was ready to leave as soon as there was consensus among parties.
Bhattarai had put forth his views on progress on peace process, stalemate in constitution writing, CA dissolution, and declaration of elections, among others.
On the occasion, the ambassadors in Nepal had inquired about the resolution of the present crises.

SHARAT SINGH BHANDARI TO LAUNCH NEW PARTY
Kathmandu, 11 June:: Former leader of Madhesi Janadhikar Forum (Loktantrik) Sarat Singh Bhandari has called a national gathering of his loyalists on June 27 in the capital to chalk out the plans for a new political party, RSS reports..
Leader Bhandari was recently sacked from the Madhesi Janadhikar Forum (Loktantrik) on the charge of carrying out activities against the party interest.
Organizing a press meet here today, Bhandari said the gathering of cadres who resigned from the Madhesi Janadhikar Forum (Loktantrik), leading cadres and youths will announce a new political party and prepare statute and other structures as well.
On the occasion, Bhandari made it clear that the proposed party would work for the cause of marginalized people of Himalayan, hilly and Madhes regions.
During the press meet, leader Bhandari accused the Chairman of Madhesi Janadhikar Forum (Loktantrik) Bijay Kumar Gachchhadar for failing to do many things against his promises to Madhesis.
Likewise, nine central members of Madhesi Janadhikar Forum (Loktantrik) have resigned from the party today also. On Sunday too, nine central members had quit the Madhesi Janadhikar Forum (Loktantrik) expressing their dissatisfaction to the party leadership.

CA DISSOLVED BECAUSE SOME DIDN’T WANT TO EMPOWER PEOPLE
Kathmandu, 11 June:: Chairman of the UCPN-Maoist Pushpakamal Dahal has said that the Constituent Assembly(CA) was dissolved by those who do not want to give rights to the people., RSS reports.
Addressing a special training programme of the All Nepal Trade Union Federation organized at the Khanna Garment in Lalitpur today, he said the CA was dissolved as NC and UML were not ready to a constitution with federalism and federalism with identity.
The Maoist leader said his party's concept that the people should be empowered with rights, for which the state should be restructured in scientific and practical manner, had not been materialized despite his party's efforts in the last hours. "If the people are not organized, the achievements so far made can be lost", he said.
The NC and UML did not want to give rights to the people by obstructing all processes in the name of consensus, has been proved by the developments, he said, adding such tendencies will be suppressed by the power of the people.
He also accused party vice chairman Mohan Baidya of doing activities that match with the NC and UML on the federalism.
"I have still continued efforts for party unity", he said, adding "No stone will remain unturned for the same".
'The status of NC and UML has been evident from the open-air -theatre mass meeting of the parties a few days ago', Dahal said, adding time has come for all federalists with identity in all parties to come at one place.
More than one thousand workers' representatives in Kathmandu had participated in the training.
The training programme was scheduled to make the grand mass rally of June 1 successful

PRESIDENT URGES ALL TO MOVE IN UNISON
Kathmandu, 11 June: President Dr Ram Baran Yadav today inaugurated the National Fine Arts Exhibition-2069 organized by the Nepal Fine Arts Academy in
the capital, RSS reports.
On the occasion, President Dr Yadav said that arts and cultures were the
backbone of the country. President Yadav said that country's international
identity could be developed if arts and cultures were promoted and preserved.
The President said that country's image could be highlighted if all were united and move ahead based on national unity and consensus. Dr Yadav also urged all to
move ahead on the same track for country's prosperity.
The President was of the opinion that prosperity was possible only if national interest was kept in the center.
Also speaking on the occasion, Minister for Culture, Tourism and Civil Aviation Posta Bahadur Bogati said that the ministry would provide budget necessary for the Academy.
Bogati said that the ministry would take maximum efforts for the promotion and development of arts and culture of the country.
During the programme, President Dr Yadav honored senior artists Master Jib Ratna Shakya and Karna Narsingh Rana with National Arts Award-2069 B.S. The award carries a purse of Rs 20,000 and a copper plaque.
Similarly, Amrita Dangol was honored with National Fine Arts Prize and Devendra Singkhwal and Maheshwor Dangol among others were awarded with special prize.
Similarly, President Dr Yadav and Minister Bogati inspected the fine arts exhibition that kicked from today. The exhibition includes traditional painting, handicrafts, folk arts, sculpture and others.
The exhibition will continue till June 30.

THREE DROWN IN ILAM
Kathmandu, 11 June: Three minors died at different places in Ilam district in a day as they drowned in two ponds and in a drum. Two-month old Hema Paudel, daughter of Narendra Paudel of Soyak-7, died after drowning in a drum at their courtyard when there was no body in the house, RSS reports from Ilam..
Mother of the deceased fell unconscious after the incident and has been taken to Kankai Hospital, Jhapa for treatment. It was not known that who put the child in the drum, according to the District Police Office, Ilam.
Similarly, 18 months- old Pratik Rai of Chamaita-1 died today afternoon after he drowned in a pond of his own family. He drowned in the pond while he was playing near the pond.
Likewise, two-year old Kanchan Limbu, son of Ashish Limbu died this afternoon after drowning in a pond in Chulachuli-6.
He drowned in the pond at a time when there was nobody in the house.
The child died on the way to Lifeline Hospital, Damak, while being taken for treatment, according to Police-Inspector at the District Police Office, Ilam, Ganesh Banstola.
Meanwhile, in Sindhupalchok, a person died in a road accident at Ghatedanda of Tekanpur-1 in the district.
The deceased has been identified as Hari Krishna Shrestha, 51.
The accident took place when a motorcycle (Ba 19 Pa 8910) fell off the road while Shrestha was going to school from home, according to the Area Police Office, Barhabise.

PM INSPECTS UPPER TAMAKOSHI
Kathmandu, 11 June; Prime Minister Dr Baburam Bhattarai made a field inspection of the Upper Tamakoshi Hydropower Project this [Monday] morning, RSS reports.
The project with the capacity of 456 megawatts is being constructed with domestic investments.
The Prime Minister who landed at Lamabagar at 11:00 am in a Nepal Army helicopter visited the dam site, headrace tunnel and other construction works of the project.
On the occasion, Bigyan Shrestha, Officiating Chief Executive of the Project, informed the PM about the situation of the project.
Talking briefly to journalists after the visit, Prime Minister Dr Bhattarai expressed the commitment that the government will leave no stone unturned to complete the projects of national pride including Upper Tamakoshi Hydropower Project on time.
The PM also expressed the confidence that the project would be completed on time if construction work was expedited.
