ELECTION COMMISSIONER TELLS PM, PRESIDENT NOV. 22 ELECTIONS NOT POSSIBLE WITHOUT ROMOVAL OF OBSTACLES Kathmandu, 28 June: Acting Chief Election Commissioner Neel Kanth Uprety held separate discussions of the 22 November constituent assembly (CA) elections announced by government. Announcement of parliamentary election is normally a right of an elected government but the vote is for the CA for which there’s mention of only one election in the interim constitution. Prime Minister Baburam Bhattarai called elections without consulting lection officials. The vote isn’t possible without consensus between parties and amendment to the constitution and election laws, analysts say.
