INJURED THARU LEADER DEAD Kathmandu, 6 June: Dhan Bahadur Thanet Tharu ded while undergoing treatment of injuries sustained during recent protests leading to the announcement of elections for constituent assembly elections 22 November. Tharu was undergoing treatment at TUTH/ He sustained injuring in Nawalparasi during clashes with police. Angry Janajato organizations condoled Tharu's demise and demanded he be declared martyr. Nnnn GOVT. OFFICIAL FOUND DEAD IN BIRGUNJ Kathmandu, 6 June:: Kiran Adhikari of the Birgunj revenue office has been found dead in his office Tuesday afternoon. He arrived in the border town two days ago from the capital. Body has been sent for postmortem, nnnn MAOISTS BLAME NC, UML FOR CRISIS Kathmandu, 6 June: The ruling parties Tuesday concluded that the Nepali Congress and CPN-UML were responsible for the dissolution of the Constituent Assembly, The Rising Nepal reports. Speaking at an interaction organized by the ruling coalition here, the leaders of the ruling parties including Prime Minister Dr. Baburam Bhattarai accused the NC and UML of inviting the present crisis by creating an environment for the dissolution of the CA. They also said that there was no alternative to holding the elections to the CA. Prime Minister Dr. Bhattarai said that the CA was dissolved because of the conservative parties like NC and UML. He said that the crisis emerged when some political parties exhibited their tendencies of not reaching the agreement, preventing the processes of exercising the authorities by the Constituent Assembly, not allowing imposing state of emergency and running away from elections. He said that the claims that the Prime Minister dissolved the CA on his own were baseless. "Then they did not accept our proposal of identity based federalism, now they are blaming us for the dissolution of the CA," he said. He also said that his attempt to save the CA by imposing state of emergency failed when the NC and UML did not agree on the options as well. "I am now facing a case of contempt of court for trying to save the CA. It is for the first time I am facing the case," he said. He said, "Even though the Constituent Assembly is no more in existence, democratic system can be safeguarded if we truly follow the democratic practices." Stating that there were only a few countries which succeeded to draft the constitution from the CA, the Prime Minister urged all not be disappointed. He said that he was feeling sorry for being unable to promulgate the constitution from the CA during his prime ministerial tenure. He also urged the parties not to instigate the President to take any unconstitutional move. "If the President takes an unconstitutional move, another group will make similar move," he said. Addressing the same function, UCPN-Maoist chair Pushpa Kamal Dahal ‘Prachanda’ said that there was no alternative to holding the election to the new CA. He however hinted at the possibility of reinstating the dissolved CA and said that if the parties reached an agreement, constitution could be promulgated by reinstating the CA. "Now voices are being raised to reinstate the CA, we are ready to accept any alternative to forge consensus," he said. He said that the CA could be reinstated from the President. He also said that the new constitution was not drafted because of the NC and UML. "Although our party concluded the peace process by taking a big risk, NC and UML were not ready to draft the new constitution," he said He said that the CA was also dissolved taking a big risk after the NC and UML did not agree to promulgate the new constitution by deciding the structure of federalism. "They wanted to promulgate the constitution without federalism," he said. According to Prachanda, the CA was dissolved after the NC and UML leaders deceived him at the last moment. He also accused the two parties of wasting time at the chamber of former CA chairman Subas Nembang instead of informing the CA members about the dissolution. He said that he was ready to promulgate the new constitution by lengthening the CA meeting for three days. Deputy Prime Minister and Madhesi Janaadhikar Forum-Democratic chairman Bijaya Kumar Gachchhadar said that the NC and UML were afraid of facing the elections. He said that democratic forces should not fear the elections. "But NC and UML are fearing it," he said. "How they could be democratic parties?" He also said that the constitution was not drafted because of the stands of the NC and UML. He also accused former CA chairman Nembang of not willing to hold the CA meeting. Representatives of the civil society suggested the leaders that the parties should go for fresh election by forging consensus. Nnnn PM ATTEMPTS TO END DEADLOCK IN TALKS WITH KHANAL, KOIRALA Kathandu, 6 June: Prime Minister Dr. Baburam Bhattarai Tuesday urged CPN-UML chairman Jhalanath Khanal to sit for talks to end the present political crisis that surfaced after the dissolution of the Constituent Assembly (CA), The Rising Nepal reports. In a telephone conversation with the former Prime Minister, Dr. Bhattarai expressed his commitment to make any sacrifice for national consensus. According to the PM’s Secretariat, during the conversation, the Prime Minister also told Khanal to come to a mutual understanding to narrow down the differences among the political parties. The Prime Minister also reiterated that he was abiding by the agreement held between the political parties and pointed out the need of a new agreement again. In response, Khanal told the Prime Minister to wait for talks and be ready to step down for national consensus. Earlier, the Prime Minister had also met Nepali Congress president Sushil Koirala and urged him to help forge consensus. The Prime Minister has been holding meetings with the NC and UML leaders, who were angry with the government and the Maoists for dissolving the Constituent Assembly, at a time when the two parties were preparing to hold an anti-government mass rally in Kathmandu Friday. nnnn
