Kathmandu, 27 June: The central committee members of the CPN-Maoists today expressed serious concern over degrading national independence and have also took serious exception over Prime Minister Baburam Bhattarai's Monday's statement, Toka R. Pradhan writes in The Himalayan Times..
According to one central committee member, the central members have claimed that the nation would plunge into serious crises if the party fails to safeguard the national independence of the country forming a new united front among the nationalist forces.
Most of the central committee members have aired their views and few are yet to complete their part on Wednesday. The meeting will be concluded with the deliberations of general secretary Ram Bahadur Thapa and chairman Mohan Baidhya.
During the meeting, general secretary Thapa had presented a detailed organisational proposal. On territorial State Committees, Thapa has proposed Om Prakash Pun as in-charge and Sharad Singh Bhandari as secretary of Seti Mahakali, Parasmani as in-charge, Bharat Bam as secretary of Bheri Karnali, Purna Singh Gharti (Aayam) as in-charge, Sarala Regmi as joint in-charge and Akhanda as secretary of Tharuwan, Santosh Budha Magar as in-charge and Baburam Nepali as secretary of Magarat.
Similarly, Amrita Thapa as in-charge and Srinath Adhikary (Shyam) as secretary of Tamuwan, Yashoda Timilsina as in-charge and Visma as secretary of Newa, Dinesh Sharma(Sagar) as in-charge, Kumar joint in-charge and Anil Sharma Birahi as secretary of Tamsaling, Chandra Hari Subedi(Atal) as in-charge and Uma Bhujel 'Shilu' as secretary of Awadh, Ram Acharya as in-charge and Surya Nath Yadav (Suvash) as secretary of Bhojpura, Krishna Singh Danuwar (Ramesh) in-charge and Roshan Janakpuri secretary of Mithila, Samar In-charge and Kiran as secretary of Kochila, Bikash as in-charge and Dipesh as secretary of Kirat and Mausam In-charge and Nar Bahadur Dulal or Sushila Kandanwa as secretary of Limbuwan.
According to Thapa, Laxman Pant has been proposed for the India state committee and Manoj Thapa as the 'others' state committee that includes all other countries under the international bureau of the party.
On special non-territorial state committees, Asare Kaka has been proposed in-charge and Krishna Kumar Rai of Republican Forum, Sriram Dhakal and Gyanu Basnet as secretary of the central office, Kesh Bahadur Khadka as in-charge of employees, Rekha Sharma as in-charge of professor, intellectual and lawyers, Maheswor Dahal in-charge of publicity and journalists, Ishwor Chandra Gyawali and Maila Lama for Cultural, Jayapuri Gharti and Tilak Pariyar for Sister wings and Pawan Man Shrestha of different fronts.
Thapa also proposed Netra Bikram Chand as the head of central fund and accounts department, Harka Bahadur Shahi to look after discipline and monitoring department, C P Gajurel, Dharmendra Bastola and Hari Bhakta Kandel for the international department, chairman Baidhya to look after the military commission and the central advisors department, and Surya Subedi as the head of the political training department.
Gajurel has also been proposed to lead the joint front and Dev Gurung will have to look after the people's council, finance and planning.
Thapa has also proposed that Khadga Bahadur Biswokarma will head the eastern bureau with three state committees – Kochila, Limbuwan and Kirat state committees, Hari Bhakta Kandel will lead the Madhes bureau with Mithila, Bhojpura and Awadh state committees, Hitman Shakya will lead the sentral bureau – Newa, Tamsaling and Newa-Republican State Committees, Indra Mohan Sigdel will take lead on Mid-Western Bureau with Magarat and Tamuwan State Committees, Kul Prasad KC will lead the western bureau with Bheri-Karnali, Seti-Mahakali, Tharuwan state committees, Dharmendra Bastola will head the International Bureau, Narayan Sharma will lead the sister wings bureau that includes sister wings state committee, Pampha Bhushal will lead the central publicity bureau and Netra Bikram Chand will lead the volunteers bureau.
He has also proposed the national convention for the third week of December. Gatherings and political trainings will complete within July 30, membership renewal, new distribution, preparations of documents within October 1, representatives will be selected by November 30 and the documents will be studied within December 5.
Thapa has designed three types of membership cards: Yellow – for supporters – to be distributed by district committees, blue for part timers who can file candidacy and distributed by state committees and red for whole timers to be distributed by central committees.

CASES OF 2 JUDGES RECOMMNDED TO JUDICIAL COUNCIL
Kathmandu, 27 June: The Supreme Court has referred a case related to two appellate court judges, who had freed an attempt-to-murder accused by granting bail, to the Judicial Council headed by Chief Justice Khil Raj Regmi, Ananta Raj Luitel writes in The Himalayan Times, .
Pokhara Appellate Court Judges Dilli Raj Acharya and Raj Kumar Ban had granted bail to Sanjay Kumar Sunar alias Manil, who was accused of attempt-to-murder, on March 1. Sanjay’s accomplice Sambat Sunar, however, is in jail awaiting a trial as per an order from Tanahun District Court.
After examining the bail order, a division bench of Justices Tahir Ali Ansari and Kamal Narayan Das had overturned the Pokhara Appellate Court decision and referred the case to JC for initiating proper action against Judges Acharya and Ban.
Government attorneys had prosecuted Sanjay and Sambat on charge of attempt-to-murder of Raju BK of Aanbu Khaireni, Tanahun, on December 19 last year and sought five to 12 years in jail as per Section 15 of Murder Chapter of Muluki Ain, 1963.
The Pokhara Appellate Court had freed Sanjay on Rs 50,000 bail citing that he did not admit to the crime before the investigating authorities and Sambat, the accomplice, had told the court that Sanjay had not attacked BK with khukuri.
The apex court has held that the judges while freeing Sanjay invoked a provision not suitable in that case and added that the judges should not have granted bail to him as per Section 118(5) of the Court Procedure Chapter of Muluki Ain. The apex court said the case in question was a serious and non-bailable offence.
Stating that the judges had freed Sanjay despite evidences clearly pointing at his involvement in the attempt-to-murder case, the apex court said the judges had taken a selective decision to grant bail to the accused.
JC Secretary Jeewan Hari Adhikary said JC would begin a probe into the case once it received the copy of the judgment. “We will put the agenda before a JC meeting for discussion and an appropriate decision on the case. The judges can even be barred from continuing work,” he added.
According to Adhikary, JC has been investigating into seven such SC recommendations which call for action against lower court judges for their improper judgments.
Judge Acharya, however, defended his order to grant bail and said, “I am surprised that such a recommendation has been made. We did nothing wrong while issuing the order in relation to the case; we exercised our wisdom to deliver justice,” Acharya told this daily over phone from Pokhara. “But nonetheless we will abide by the Supreme Court order and put our viewpoint before JC,” he said.
The apex court had earlier referred a case to the JC in relation to Special Court judges Bhoopdhoj Adhikary (now retired), Komal Nath Sharma and Cholendra SJB Rana who, the apex court said, had ‘illegally’ acquitted former minister JP Gupta.
SC later convicted Gupta of corruption and sent him to jail.
