PRACHANDA ALLOWED FLIGHT OF RUBEL CHAUDHARY, SON-IN-LAW OF SUJATA KOIRALA WITH THREE-PARTY SUPPORT; KAMAL THAPA Kathmandu, 10 June:: Chairman of Rastriya Prajatantra Party-Nepal (RPP-N) Kamal Thapa Saturday said that the country had returned to pre-May 28, 2008, situation after the dissolution of the Constituent Assembly, The Risin Nepalreports. Addressing a mass meeting orgnised by his party at the Open Air Theatre, he also demanded restoration of the constitutional monarchy and a Hindu state. "The constitutional monarchy has also been restored," he claimed. Thapa claimed that the mass gathered to hear the views of the leaders of his party proved that RPP-N was emerging as a new political force in the country and asked the major political parties to include the RPP-N in all meetings and agreements. Stating that the relevance of the 12-point Delhi agreement signed by the parties was over, Thapa demanded revival of the constitution of 1990, including the provision of constitutional monarchy. Thapa termed the 12-point Delhi pact as an unnatural agreement and reminded that he had already predicted about the collapse of the deal. Thapa spent most of his time in criticising the Maoists, NC and CPN-UML, and also accused the three parties of encouraging institutional corruption. Without mentioning the name of UCPN-Maoist chairman Pushpa Kamal Dahal Prachanda, he said that he had allowed Rubel Chaudhary to fly abroad by holding a three-party meeting. Stating that national unity, national sovereignty and national identity were in crisis, Thapa said that all crises would be addressed by only a new force. He said, "The current problems should be resolved by reviving the 1990’s constitution and constitutional monarchy ." He demanded a new poll of CA for fresh mandate and added, "If the government fails to hold the polls to CA, they should establish the 1990’s constitution and constitutional monarchy and declare Nepal a Hindu state." The Maoists were trying to establish political anarchism and totalitarianism through power capturing and alleged that all major political parties were promoting corruption during the four years of CA. He said that the Maoists were trying to establish their totalitarian rule through tge new polling and added that the NC and UML were also trying to establish dictatorship through president’s steps against the constitution. Thapa said, "We will bring him from Nagarjun to Narayanhity." He said, "The nationalist forces and democratic forces should unite to establish democracy. I want to urge all democratic and nationalists forces to form strong unity to save the country." He accused the top leaders of major three parties NC, UML and Maoists were involved in the multimillion dollar Sudan Scam of Nepal Police. RPP-N vice-general secretaries Ramesh Shrestha and Sushil Shrestha stressed that constitutional monarchy was suitable for sustainability and prosperity of Nepal. Former lawmaker Chandra Bahadur Gurung said that the major political parties should realize the historical background of Nepal and establish the constitutional monarchy. Youth leader Rajendra Lingden said that federalism would not be suitable to Nepal. nnnn PRACHANDA HINTS CA REINSTATEMNT Kathmandu, 10 June: UCPN-Maoist chairman Pushpa Kamal Dahal ‘Prachanda’ Saturday hinted at the possibility of reinstating the dissolved Constituent Assembly if political parties could agree on a federalism based identity and a form of governance before the date of the new election, The Rising Nepal reports. . Prachanda’s remarks about the revival of the CA came to reinforce his earlier hints of reviving the CA if parties forged consensus. Speaking at an interaction organized by Tamang Rastriya Mukti Morcha, Prachanda reiterated that the new constitution could not be promulgated outside of the CA. Amidst protests by the opposition parties of the fresh elections and their demands for dissolution of the current government, a multi-party round table and reinstatement of the dissolved CA, Prachanda made it clear that the CA could not be reinstated until parties forged consensus on the contentious issues. "The new constitution would come from the CA no matter how many elections were needed for this," Prachanda said. Saying that the current CA was not a hurdle to promulgate the new statue, he added that the new constitution could not be promulgated as political parties disregarded the people’s rights of drafting the constitution through their representatives. "The dissolution of the CA happened due to the refusal of Nepali Congress and CPN-UML to accept federalism. They have a sense of unity but find themselves bewildered while talking about the rights to indigenous, Janajati, Dalit, Workers, Muslims and Women," Prachanda said. Federalism was a common agenda of all oppressed communities, it was not the agenda of Janajatis alone. The issue of federalism was brought into communal riots due to the ideologies of NC and UML, Prachanda said. In a different context, Prachanda claimed that Maoists hauled weapons of all Nepalese by handing over arms and weapons that it had. The key point was politics but not weapons and army and weapon could be collected if needed. We could not announce a fresh election if we put away the key point, the former Prime Minister said. Claming that he made all armies in his side by integrating a few number PLA, he said that Nepal Army had already been transformed into a republican army. "Some people were instigating the president to topple the current government. Nepal Army cannot agree to this at any cost," Prachanda said. Prachanda recalled that NC and UML rejected to go for voting on the contentious issues after the failure to settle them through consensus and said that NC and UNL even threatened to use physical force if voting was commenced in the CA. Saying that the date for the fresh election came as an obligatory move after exhausting all alternatives and in accordance with the verdict of the Supreme Court, Prachanda said. "I have no shame to ask for vote as we tried our best to promulgate the new constitution." However, chairman of Madheshi Janaadhikar Forum Nepal Upendra Yadav said that the CA dissolution was due to the tendency to undermine the drafting of the constitution. Though NC and UML could not stay outside as they were on the side of federalism, they were against it from within, he said. Claiming that NC and UML never took the CA as their agenda, Yadav made it clear that identity based federalism could not be an ethnic state but it was an identity of nationality. To oppose federalism, parties were linking it with castes. Some anti-federal parties were instigating people in the name of ethnic federalism and communal unrest, he said. UML politburo member and coordinator of Adibasi Janajati Sabhasad Samuha (caucus) Prithvi Subba Gurung said that the denial of federalism based of identity by the traditional NC and Naxalite ideology of UML party resulted in the dissolution of the CA. He said that reinstating the CA by forging consensus on federalism based on identity could be the best option at the current situation. Former general secretary of Nepal Bar Association and advocate Raman Kumar Shrestha said that the government merely confirmed the date of the fresh election, the announcement was made by the Supreme Court. He claimed that any existing legitimate provision could not create hurdles to hold the fresh election. nnnn
