EMERGENCY SECURITY PLAN FOR CAPITAL Kathmandu, 25 July: In a bid to respond to potential public threats and thwart heinous crimes, Metropolitan Police Range, Hanumandhoka has enforced an emergency security plan in the Capital city, The Himalayan Times reports. The formulation and enforcement of the emergency security plan comes in the wake of broad daylight assassination of Supreme Court Justice Rana Bahadur Bam just across Shankhamul area in Lalitpur on May 31. The motorcycle-borne gunmen had managed to escape and are still absconding. SSP Jaya Bahadur Chand, MPR in-charge, said the main objective of the emergency security plan was to effectively and promptly provide response to the situation in the aftermath of crime so that culprits could be brought to book without any further delay. Cops of the concerned police stations have been given special directives and training in quick response to murder, firing, kidnapping, bomb blast, snatching, house and street robbery and hooliganism within the Ring Road areas under the security plan. “For this, we have divided the core areas in the Capital into three sectors. The concerned sector has been assigned special tasks for coping with the post-crime situation in their designated areas to nab the culprits and prevent further loss to life and property in future. However, all three sectors will work in coordination,” SSP Chand informed. The city will operate Cordon and Search operation with at least a 30-layer security within a matter of minutes once a crime is reported, according to MPR. Cops of all police units in the Capital have undergone many rounds of drill exercises intended to tackle the situation in the aftermath of crimes. “Police personnel and officials in their allocated areas are well-informed and well-trained to respond to a particular situation on their own. Now, they should not wait any longer for directives to come from their higher-ups,” SSP Chand said. He attributed the recent success in thwarting the July 19 robbery bid in Gongabu-based Myagdi Dhaulagiri Jewellery Shop to the emergency security plan. Police, on special tip-off, had caught two gunmen in the act of overpowering its owner within three minutes. Nnnn NEPALI STUDENT IN USA KILLED IN RUSSIA Kathmandu, 25 July:: A University of Idaho student from Nepal died in a rafting accident on the Selway River over the weekend. Idaho County officials said 22-year-old Bishal Shrestha of Kathmandu drowned on Saturday evening after the raft he was in gotstuck, popped and spilled all five occupants into the northern Idaho river, AP reportsfrom Mowcow. Shrestha had been rafting with other University of Idaho students from Nepal, including his brother. The other four occupants were able to get to shore and were later transported back across the river. Shrestha was not wearing a life jacket. His body was recovered at about 10am on Sunday. The university's online student directory says Shrestha was a senior majoring in materials science and engineering. nnnn
