MAOIST CHIEF SAYS PM BHATTARAI WON’T RESIGN Kathmandu, 13 July: : Chairman of the UCPN-Maoist Pushpa Kamal Dahal has said that Prime Minister Dr. Baburam Bhattarai would in no way resign from his post during this political crisis, RSS reports.. Speaking at an all-party meeting organized by Nepal Sadbhawana Party here today, Dahal said that the Prime Minister would not add more crisis for the country by tendering resignation until there was alternative to this and added that his party was not in favour of this. Stating that efforts could not move ahead in a mentionable way even if efforts were made for forging consensus among political parties, he said problems have been arisen as political parties did not want to come on consensus though his party had made efforts for the same and added that his party and himself has been making efforts. The UCPN-Maoist's Chairman said that desire of Nepali people of making constitution from the CA was not fulfilled as political parties did not agree on state restructuring, and added that constitution in favour of people could be written only if there was consensus and co-work among those who are in favour of federalism with identity and constitution with federalism. Arguing that it would not be acceptable to his party if attempts are made to write constitution from outside of the CA, Dahal said that constitution should be written from the CA and elections announced by the government for November 22 is suitable alternative for the same. He further said that reinstatement of the CA would be one alternative if parties forge consensus on federalism. Former Prime Minister Dahal clarified that the government would bring the budget for fiscal year 2012/13 on consensus and urged other political parties to be flexible for moving ahead with consensus. Dahal also urged NC and CPN-UML to create an environment of consensus and come to consensus. Stressing on formation of joint front of those who are in favour of federalism with identity, the party chairman pointed out the need of formation of joint front to counter those who do not want to give rights but make fake attempt to appease the people. On the occasion, Chairman of the Nepal Sadbhawana Party, Rajendra Mahato said that an all-party meeting was organized as disputed issues seen regarding constitution writing would be resolved only from consensus among major political parties. Mahato stressed for moving ahead by those who are in favour of federalism with identity and constitution with federalism after coming at one place. Similarly, writers Khagendra Sangroula and CK Lal said that pressure should be continued from every walks of life to empower the people. RSS nnnn NC NOT PARTICIPATING IN ELECTIONS Kathmandu, 13 July: POKHARA: Leader of the Nepali Congress (NC), Arjun Narsingh KC, has said that new elections of the Constituent Assembly (CA) announced by the government for November 22 without consensus and in unconstitutional manner in no way be held and the NC would not participate in the elections, RSS reports from Pokhara,. At a press meet organized by the Nepal Press Union, Kaski, in Pokhara today, KC said that there was no provision of elections of the next CA in the Interim Constitution of Nepal. He said that the NC would not participate in the elections announced unilaterally by the government until constitutional and legal difficulties are removed. The NC leader expressed the view that there would be referendum on single ethnic state or common-state together with elections of the CA or Parliament by removing legal difficulties. Stating that no electoral environment would be created unless the government led by Prime Minister Dr. Baburam Bhattarai exits, KC said that NC had agreed on bringing an one-third budget by the caretaker government as the country should not be kept in vacuum making the country without a budget. Nnnn IDA RS. 8,88 BILLION ASSIST Kathmandu, 13 July: :: The International Development Association (IDA) of the World Bank has agreed to provide an assistance of Rs. 8.88 billion ( US dollars 100 million) to the Nepal Government, RSS reports. Of the total assistance, Rs, 5.33 billion will be used for bridges improvement and maintenance programme and remaining Rs.3.55 billion for Sunaula Hazar Din-community Action for Nutrition Projects. Two different agreements to this effect were signed at the Ministry of Finance, Friday. The objective of the first programme is to provide safe, reliable and cost effective bridges on the Strategic Roads Network ( SRN ) of Nepal while the objective of the second programme is to improve attitudes and practices known to improve nutritional outcomes of women of reproductive age and children under the age of two. Secretary at the Ministry, Lal Shankar Ghimire, and Bigyan Pradhan, WB Acting Country Manager signed the agreements on behalf of respective sides. On the occasion, Secretary Ghimire expressed gratitude to the WB for its assistance and for the continued support in the socio-economic as well as infrastructural development of Nepal. Nnnn SHARAN SINGH BHANDARI ESPOUSES FEDERALUSM WITH IDENTITY Kathmandu, 13 July: : Chairman of the newly formed National Madhes Samajbadi Party (NMSP) Sharat Singh Bhandari has said we cannot imagine a system without federalism now, RSS reports.. At a press meet organized at Jaleswor today [Friday], Bhandari said a federation should be formed with special ethnic identity to make the people of all the regions empowered of their rights. Also a former minister, Bhandari said his party was committed to equal opportunities and for ending all kinds of discrimination. He also said Prime Minister Dr. Baburam Bhattarai should immediately resign for making a government of national consensus for resolving the present crisis of the country. nnnn
