CHIEF SECRETARY SAYS POLITICAL INSTABILITY ADVERSELY IMPACTING CIVIL SERVICE
Kathmandu, 30 Aug.: Chief Secretary, Lilamani Poudel, has said that the civil service sector failed to improve due to political instability in the country, RSS reports from Gulmi..
At a news conference organised by the Federation of Nepali Journalists (FNJ) in Gulmi, Poudel said there was no situation of improvement in bureaucracy as there was no situation of making laws for its improvement and there was only criticism while bringing ordinances.
He further said now there was no possibility of improvement because the issue of ordinance rises if we are to amend the laws.
Poudel said his first meeting after becoming the Chief Secretary has started to prepare a report by forming eight task forces. He said, "We have initiated for making improvement by forming eight task forces".
The chief secretary said that there will be great improvement if responsible system, mandate of judging the performance from service recipients and transparency on resources could be implemented.
He added that they have taken initiative to stop officials from spending time in formal programmes.
