UPDATE PRESIDENT CALLS FOR PROMULGATING CONSTITUTION Kathmandu, 30 Aug.: President Dr. Ram Baran Yadav Thursday called for understanding between parties to promulgate a constitution soonest. He told party leaders he’ll promulgate ordinances only with understanding between parties. Ruling and opposition parties briefed the resident of Wednesday’s Three Party summit while options to end a deadlock were discussed.
