PM SAYS ORDINANCE PRESENTED TO PRESIDENT FOR PROMULGATION TO COCLUDE PEACE PROCESS
Kathmandu, 21 Sept.: Prime Minister Dr Baburam Bhattarai has said that an ordinance related to formation of the Truth and Reconciliation Commission (TRC) should not be obstructed from anywhere since it is for concluding the peace process, RSS reports.
"The government has presented the ordinance before the President keeping in mind its importance in concluding the peace process," the Prime Minister said.
Addressing the International Peace Day celebrations held on the premises of Ministry of Peace and Reconstruction on Friday, the Prime Minister expressed the hope that the ordinance would help take the peace process to a conclusion and console the conflict victims.
At the call of the 55th General Assembly of the United Nations, September 21 every year is marked at the International Peace Day and it has been five years since the Day was started to be marked in Nepal.
Underlining the need of promulgating the new constitution through the Constituent Assembly for guaranteeing lasting peace and political stability in the country, the Prime Minister said economic revolution would be possible only through political stability.
"Concluding the peace process is the top priority of the incumbent government", he said, adding that durable peace could be established only if equitable society is formed with the elimination of all sorts of discriminations existing in the Nepali society.
According to Dr Bhattarrai, the local peace committees have been formed in all the 75 districts to take the peace process to the local level.
On the occasion, Under Secretary at the Peace and Reconstruction Ministry Shiva Prasad Chaudhary has been honoured for his 'best' performance.
Also speaking at the programme, Peace and Reconstruction Minister Top Bahadur Rayamajhi said political stability was a must for durable peace and the Ministry has given top priority to conclude the peace process.
Almost all tasks of the peace process except for some technical works, and army integration have been completed, he said, adding that reconstruction of the physical infrastructures damaged during the conflict is undertaken. Similarly, Ministry's Secretary Dhruba Prasad Sharma highlighted the ministry's activities.
Likewise, UNICEF Nepal Chief Hanna Singer expressed concern over laxity in implementation of announcing Schools as Peace Zone programme. No child should be involved in political activities, said Singer.

UML CHAIRMAN KHANAL SAYS PM’S POWER LUST PROBLEMATIC
Kathmandu, 21 Sept.: Chairman of the CPN (UML) Jhalanath Khanal has accused the UCPN (Maoist) of engaging in a game of lengthening its stay in power, RSS reports.
Although three months after the CA dissolution were spent in the name of forging consensus on the disputed issues, finally a situation has come to go for fresh elections, he said, adding that it proves that the UCPN ( Maoist) wants to cling to power.
Taking part in an interaction programme organised by the CPN (UML) Valley Coordination Committee to discuss on the preparations for the protest demonstrations that the party has planned for October 5, Khanal warned that the nation's economy will fall under risk if the political consensus is not forged within mid-October.
Promulgation of the new constitution was not possible on May 27 although many tasks related to this were completed due to ultra-leftist stand of the Maoists; he claimed and added the constitution could be promulgated by listing issues of federalism in schedules.
He stressed the need of forming a national consensus government first and thereby go for fresh elections.
Similarly, UML central member and Valley Coordination Committee Coordinator Krishna Gopal Shrestha said the party is busy in internal preparations for extensive people's demonstrations on October 5.
Party politburo member Raghuji Panta said the multiple-identity is the trait of federalism and the issues could be settled through consultations with the experts.
UML central member Bhanubhakta Dhakal warned of hitting the street on October 5. No UML associated member will stay at home that day, he said.

SOLDIER ARRESTEED FOR ALLEGED MURDER OF WIFE,
DAUGHTER
Kathmandu, 21 Sept.: : Police have arrested an army personnel on the charge of his involvement in murdering his wife and four-year-old daughter.
A team headed by Police Inspector at the District Police Office, Lal Bahadur Saud, on the support of Doti police have brought Chandra Bahadur Airi of Kanchanpur-5, Gulariya, posted at Bhairab Battalion of the Nepal Army, Doti, to Baitadi Thursday night in connection with preliminary investigation.
Deputy Superintendent of Police of Baitadi district, Bishnu Bahadur Karki, said Chandra Bahadur was arrested after father of the deceased, Ram Bahadur Saud of Alital-8 in Dadeldhura, filed a petition against son-in-law saying his son-in-law murdered his wife after bringing her to Baitadi from Krishnapur of Kanchanpur.
Karki said investigation into the case is underway.Locals found the bodies of Dhansari Airi, 24, and four-year-old Saraswoti Airi, with burns at Siddheswor-9 in Baitadi on September 17.
The locals recovered the body of Dhansari half-burnt and only the head of her daughter at the incident-site.

ELECTION WITHOUT CONSENSUS IS RIDICOLOUS SAYS GAJUREL
Kathmandu: 21 Sept.: CPN-Maoist Vice Chairman CP Gajurel has said it is ridiculous to go for election without consensus among all the political parties, RSS reports..
Speaking at a press meet organized by the Revolutionary Journalist Federation Sindhuli on Friday, he said they will not agree to any consensus reached among three parties ( UCPN- Maoist, NC and CPN- UML) and the Madhesi Morcha.
It is ridiculous for them to talk election at this hour, he claimed. He said, "The best alternative for the time being is a roundtable conference and a consensual government. Our party will make efforts for consensus for a little more time. But there will be no alternative to agitation if there is no outlet."
"If there is a situation to go to agitation, we will announce constitution from the street and establish it from movement. We will not raise arms until there is possibility of outlet from the peaceful movement", said Gajurel.

PRESIDENT’S OPTIONS LIMITED SAYS ATTORNEY GENERAL
Kathmandu, 21 Sept.: Attorney General Mukti Pradhan has said that the President cannot take any step despite his willing to do so, RSS reports from Dolakha.
Laying foundation stone of the Dolakha District Attorney Office on Friday, Pradhan said that any step taken by the President would be unconstitutional and such step was totally unlikely.
Pradhan was of the opinion that the constitutional president has not executive powers and the President is obliged to take any move in accordance with the government´s recommendation.
The Attorney General said that the President could call the political parties for consensus government only if the parties are ready for this. Otherwise, the Bhattarai-led government would get continuity, he added.
Pradhan also claimed that the present government would hold the new elections to the constituent assembly (CA) and ruled out any alternative to this government.
District judge Prava Basnet, Deputy Attorney General Prem Raj Karki and others expressed their opinion at the programme.
The building is expected to be completed within two years with an estimated cost of Rs 10.3 million, according to the district attorney general Kailash KC
