PM URGES WELFARE STATE
Kathmandu, 23 Sept.: Prime Minister Dr Baburam Bhattarai has said that national unity and democracy could not be institutionalised until a constitution ensuring federalism, state restructuring, form of governance, secularism and proportional electoral system was drafted, RSS reports..
Addressing a programme after inspecting the Office of the Attorney General on Sunday, the Prime Minister said he has accorded top priority to welfare state.
Similarly, he said none should bargain the use of law as country's development was possible only by revered implementation of law, and all policies and decisions were guided by the law.
On the occasion, Attorney General Mukti Narayan Pradhan said that research and investigation on issues relating to criminal cases should be made cogent and managed to make best suited the international standards in the case of Nepal as a member of the World Trade Organisation.
Well equipped lab, skilled human resources, security personnel and experts should be provided to make systematic investigation into the criminal cases. He also said the Office of the Attorney General was in need of separation from the civil service.
Also speaking at the programme, Deputy Attorney General Surya Prasad Koirala also pointed out the need of the formation of crime investigation coordination committee to effectively launch investigation and charges in criminal cases.

CHIEF JUSTICE URGES JUSTICE TO INNOCENT
Kathmandu, 23 Sept.: Chief Justice Khilraj Regmi has said that all classes and communities should support investigation to give justice, as justice is achieved only with the support of all, RSS reports from Phalebas.
Speaking while inaugurating a newly constructed building of the District Court, Parbat, today, Regmi said political parties and civil society should help give justice to the innocent and action against the guilty.
The building was constructed at a cost of Rs. 38.9 million. He said all should take initiative to make justice independent as the country is in transition period and the justice sector should focus on new types of cases.
Regmi said the justice sector should work independently to provide fast and quality services to the people and added he will provide necessary support for the same.
There is a challenge at present to work being far from political interference as people will be deprived of getting services independently if there was political interference in the justice sector.
