Chairman Kamal Thapa of RPP-Nepal boycotted unification talks at the residence of RJP Chairman Surya Bahadur Thapa Monday after a majority decided a disallowed a federal system and monarchy at a general convention. The three parties were negotiating unity amid likely elections to strengthen their positions in a constituent assembly/parliament. RPP-Nepal had demanded referendum on a federal system and monarchy. Kamal Thapa said unity talks will continue despite the setback . Nnnn CPM MAOIST CENTRAL COMMITTEE MEET EXTENDED Kathmandu, 4 Sept.
