BIRD FLU OUTBREAK IN BHAKTAPUR CONFIRMED UPDATE Kathmandu, 15 Oct.: Outbreak of bird flu was confirmed Monday at Bode in Bhaktapur where a 90-dayemergencyhas been declared banning the sale of chicken meat and eggs for 90 days. Culling of birds has started with-disinfecting chicken farms. The outbreak comes one day before Ghatastahana or the begging of Dashain when meat consumption increases. Nnnn SUPREME COURT ISSUES STAY ORDER NOT TO EXECUTE GOVT. DECISION TO PROMOTE COL. RAJU BASNET Kathmandu, 15 Oct.: A bench of the supreme court Monday issued a stay order not to execute a government order to promote Col. Raju Basnet to brigadier general. Col Basnet has accused for rights violations during the 10-year insurgency in which 17,000 persons were killed on both sides of the conflict. Col. Basnet was promoted the same day top Maoist leaders were amnestied and criminal cases were withdrawn against Chairman Pprachanda and Prime Minister Baburam Bhattarai. Rights activists who oppose Col. Basnet’s promotion are silent on amnesty for Maoists reflecting their jaundiced and one-sided outlook to rights violations during the people’s war. Nnnn
